Pay Range: Hiring/starting pay range is $41.15 - $52.48/hourly, based on experience.

Position Purpose:
Supervises, assigns, schedules, and evaluates RFTA Lead Mechanics, EV Qualified Mechanics, Transit Mechanics, Transit Service Technicians, Buyers, Service Workers, and Bus Cleaners. Performs a wide variety of supervisory and technical tasks related to vehicle and facility maintenance.
Essential Duties/Responsibilities:
The following duties and responsibilities are illustrative of the primary functions of this position and are not intended to be all-inclusive.
- Operates vehicles while in strict compliance with RFTA policies, directives, and procedures and all Federal and Colorado traffic laws and regulations.
- Coordinates and schedules activities in the Vehicle Maintenance Department to ensure that work is performed efficiently and according to appropriate guidelines, procedures and regulations.
- Arranges contracted services, materials and equipment; monitors the work of contractors. Works with vendors regarding complex warranty and/or design issues.
- Directs the vehicle maintenance program by; overseeing and occasionally performs general and complex mechanical repairs, preventative maintenance and inspections on all RFTA vehicles; serves as technical expert on complex vehicle issues.
- Directs the vehicle maintenance program by; developing preventative maintenance requirements, inspection tasks and service procedures; implements and updates preventative maintenance schedules for all RFTA vehicles in RFTA's asset management software.
- Responds to inquiries and complaints regarding services provided; investigates concerns and ensures that appropriate information is provided, and actions are taken to resolve problem.
- Recruits and trains maintenance staff; provides input on performance evaluations and assists in hiring new maintenance staff. Assists with the development and implementation of training programs, systems, and materials for the department staff. Develops and adheres to department performance indicators. Works with other transit agencies and industry associations to keep abreast of industry standards and trends.
- Prepares and maintains daily, monthly and annual reports and records for areas of responsibility. Adheres to and assists with the development of budgetary goals.
- Assists with the specifications and procurement of vehicles and equipment.
- Provides detailed information, technical support, and failure analysis in the event of a serious accident or incident.
- Works with EAM & Fuel Focus System Administrator to monitors and trouble-shoot the wireless automatic fuel system to ensure data imputed to the asset management software is accurate.
- Adheres to policies, procedures, standards, and conduct expectations to the highest degree so as to lead team/department by own example of professional behavior. Ensures department and organizational goals take precedence over personal motivations and needs, and promotes an atmosphere of accountability, teamwork, and high-quality work among subordinates. Ensures supervisors are aware of any relevant events or issues with employees, equipment, or performance.
- Actively and continuously improves professional knowledge, skills, and abilities by participating in routine training sessions and educational seminars relevant to position and job duties.
- According to standards set in department performance indicators, conducts periodic safety inspections, walk-arounds, and training meetings to educate subordinates and promote an atmosphere of safety.
- Meets attendance/participation standards for routine safety meetings and training sessions.
- Review, code, approve and send invoices to Accounts Receivable for payment when the Director of Maintenance is out of the office for several days.
- Oversees, implements and tracks Department Projects to ensure completion within planned project deadlines.
- Completes assigned safety and compliance training in RFTA sponsored Learning Management Software (Travitor) on a timely basis. Incomplete training required for position will adversely affect annual performance review.

Knowledge, Skills, and Abilities:

- Expert working knowledge and understanding of federal, state and local laws/regulations relating to department operation; solid knowledge of OSHA and safe working practices and procedures
- Expert knowledge of electrical systems and mechanical principles for diesel and gas engines and transmissions, fluid systems, electrical power train, air systems, braking, chassis and suspension, and HVAC.
- High level understanding and working knowledge in the following areas: Battery Electric Buses, Hybrid Vehicles, CNG engines, diesel engines, drive train, brakes, suspension, steering, electrical/electronic systems, heating ventilating and air conditioning, preventative maintenance and inspection, and alternative fuels.
- Expert knowledge of operating theory, failure diagnosis, repair, and preventive maintenance practices common to buses and heavy vehicles
- Expert ability to identify differences in high voltage and low voltage systems on Battery Electric and Hybrid vehicles
- Expert understanding of repair, troubleshooting, parts manuals, and fleet management.
- Solid communication skills to effectively interact with employees, general public, emergency response personnel, professional, legal and governmental personnel; ability to communicate, understand, read and write in English
- Solid ability to organize and schedule work assignments, set work priorities, and to supervise, train, direct, guide, and motivate the work of subordinates
- Solid ability to read, understand and use maintenance, repair and parts manuals, computer-based maintenance information systems, Federal Motor Carrier Safety Regulations, RFTA Procurement Code, service updates and troubleshooting guides
- Solid ability to physically perform duties and to safely operate all RFTA vehicles and trucks, and a variety of power equipment and tools
- Solid ability to effectively manage time and workload, which includes prioritizing, organizing, and following-through on a variety of tasks, assignments, and projects to meet deadlines
Qualifications:
Education:
- Required: High school education or equivalent. Ability to read, write and speak English; training and certifications necessary to be able to perform role responsibility.
- Preferred: Vocational/Technical degree in related field (diesel, automotive, etc.)
License & Certification Requirements- must possess and maintain:
- Must possess and maintain a valid Motor Vehicle Operator's License and be able to obtain a Colorado State Commercial Driver's License with a B-P2 rating within two (2) weeks of beginning employment.
- If employee possesses an out of state driver's license they must provide Colorado license within 90 days of hire.
- Valid/ current DOT Physical Exam Certificate
- ASE Master Certification in Transit Bus Series – H1 - H8
- Air Conditioning Section 608 Refrigerant Certification
- Air Conditioning Section 609 Refrigerant Certification
- CNG FSI Certification (Must possess and maintain within 1 year of employment.)
- Underground Storage Tank (UST) Certification (Class A/B)
- Underground Storage Tank (UST) Certification (Class C)
- RFTA Forklift Certification
- CDOT Annual Inspections Certification (Must possess and maintain within 2 years of employment.)
- CDOT Brake Inspector's Certification (Must possess and maintain within 2 years of employment.)
- CNG Fuel Certification
Experience:
- Five (5) years of actual experience or a combination of formal training and experience is required.
- Experience in a supervisory capacity is preferred.
Working Conditions:
Position requires strenuous physical work. Heavy lifting, pushing or pulling of objects up to 100 pounds occasionally and/or up to 50 pounds frequently. Works in a typical automotive/industrial environment. Encounters exposure to moving equipment and vehicles, and related fumes and chemicals. Works in all weather conditions, at varied shifts, and on roadways in the event of a breakdown or accident. Responds to serious accidents. Comes in contact with bodily fluids on a regular basis. Works on a regular basis with hazardous and toxic materials (e.g., toxic paints, thinner and other body work supplies) strictly adhering to all safety rules and regulations pertaining to their use, storage, and proper disposal. Personal Protective Equipment provided.
