DEFINITION

The Chief Academic Officer leads coordinated planning and consistent implementation of the District's academic program, making certain that programs and priorities ensure that every student develops the enduring knowledge, skills and character to thrive in a changing world. The Chief Academic Officer will oversee, coordinate, and monitor the implementation of systemic cross-functional strategic projects and initiatives. The leader will provide direct support to school administrators to ensure work environments that are student-focused and results-oriented, leading to high student academic outcomes. The Chief Academic Officer will work collaboratively with the Superintendent and Executive Team.


SUPERVISION RECEIVED AND EXERCISED

Receives direct supervision from the Superintendent.


Supervises district licensed staff and non-licensed staff.


PRIMARY DUTIES


Educational Programs

Direct the educational programs of the district to ensure that every student develops the enduring knowledge, skills, and character to thrive in a changing world.

Oversee and supervise academic functions of curriculum, instruction, assessment, and student academic data.

Develop and oversee the continuous improvement process (MTSS) for schools and the district overall.

Supervise Culturally and Linguistically Diverse Education, the Achievement, Equity, and Culture for Students (ACES) Team, Title I federal programming, and READ Act.

Supervise special education and multi-tiered student supports

Consult with the Executive Director of Schools on behavioral and school culture as needed. Collaborate with Executive Director of Schools on coordination of work with the Student Services Team and building leaders.

Ensure that the district's curriculum meets the needs of all students and leads to high educational outcomes. Oversee the adoption, development, implementation, and maintenance of district curriculum materials; collaborate with school administrators and teachers to identify needs and resources.

Ensure that the district is using assessments to monitor student achievement and drive academic outcomes for all students; oversee adoption, development, implementation, and maintenance of district curriculum materials; collaborate with school administrators and teachers to identify needs and resources.

Oversee adoption, development, implementation, and maintenance of district instructional practices in a coherent framework that guarantees all students benefit from high-quality instruction and achieve high educational outcomes.

Develop, manage, and administer the district's curriculum, assessment, and professional development budgets.


School Management and Leader Development

Manage a portfolio of schools, split between the CAO and Executive Director of Schools.

Foster and promote a culture of trust and reliability that motivates teachers and administrators to perform at the level of excellence necessary to improve student achievement and close the achievement gap.

Design and deliver professional development for school and district instructional leaders.

Oversee the implementation of the district's teacher coaching and principal coaching model and necessary professional development.

Develop and oversee school improvement planning processes and procedures.

Oversee professional development of school leaders to achieve high quality leadership in every school.

Collaborate with the Chief of Human Resources and Executive Director of schools to execute a process to recruit, select, hire, and develop high-quality leaders.



Instructional Development

Work with the Chief of Human Resources to develop and implement recruitment, hiring, coaching and evaluation systems that enhance teacher effectiveness and impact student achievement.

Oversee teacher and principal induction and professional development.

Ensure the professional development of all teachers in the areas of curriculum, instruction, and assessment to develop teacher growth and effectiveness and achieve high educational outcomes for students.


District Leadership

Ensure regulatory compliance with CDE, OCR, and other agencies as it applies to curriculum, instruction, graduation requirements, civil rights.

Attend and participate in the following boards/meetings as appropriate and/or needed: Board of Education, Board Policy Committee, Interest Based Bargaining, Superintendent's Advisory Council.

Monitor education research, trends, and developments in school improvement and program development; foster the sharing and adoption of high yield strategies and opportunities.

Serve on cross-functional teams to provide educational and managerial leadership that builds and supports a high performance educational team.

Participate in the development and administration of the District's budget; participate in the forecast of funds needed for staffing, equipment, materials, and supplies, monitor and approve expenditures, implement adjustments.

Respond to and resolve difficult and sensitive citizen inquiries and complaints.

Other related special projects and responsibilities may be assigned to achieve strategic goals of the district.


QUALIFICATIONS

Advanced knowledge of:

equitable policies and practices

curriculum development and instruction

using data to promote student achievement

districtwide implementation of MTSS framework

strategies to integrate social-emotional learning into academic programming

classroom, district, and state assessments

strategies, processes, implementation and facilitation of educator professional development

growing and improving principal and teacher effectiveness

concepts, methods and techniques of developing and implementing goals, objective and programs

culturally and linguistically diverse education

supports for exceptional students, including special education and gifted education

principles of supervision, training and performance evaluation

pertinent Federal, State and local laws, codes, and regulation

English usage, spelling, grammar and punctuation

Extensive knowledge of Microsoft Office and Google programs and presentation software

Extensive knowledge of spreadsheets and ability to present data

Principles of business and letter writing and basic report preparation



Ability to:

Provide leadership in the planning and development of district programs that meet the needs of a diverse population

Project management, including the ability to deploy resources and manage multiple projects

Supervise, plan and direct standards based education practices and curriculum development

Analyze data to improve student achievement

Deliver presentations to administrators and school staff

Develop, recommend and implement district programs

Oversee, direct and coordinate the work of staff

Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals

Select, supervise, train, coach, and evaluate staff

Participate in the development and administration of goals, objectives and procedures

Prepare clear and concise administrative and statistical reports

Maintain confidential records and reports

Operate and use modern office equipment including a computer and various software packages

Communicate clearly and concisely, both orally and in writing

Be available to respond to urgent or emergent inquiries or issues on evenings and weekend

Establish and maintain effective working relationships with those contacted in the course of work

Effective public speaking and presentation


EXPERIENCE & TRAINING GUIDELINES

Education and experience sufficient for the rigors of the position. Examples may include: seven years experience in curriculum development and instruction, standards-based education, and data management, plus three years of school-based administrative and supervisory responsibilities, or equivalent experience and skills.


Training / Education: Master's degree from an accredited college in education, educational leadership, or related field.


License or Certificate: Possession of a Principal's License from the Colorado Department of Education. Possession of or the ability to obtain and maintain an appropriate valid Colorado driver's license.


LOCATION AND WORKING CONDITIONS

Location: The position will be primarily located at the Carbondale District Office, but requires frequent travel to Glenwood Springs, Carbondale, and Basalt.


Working Conditions: Office environment with exposure to computer screens and use of a keyboard. The employee is frequently required to sit, walk, and stand. Light lifting and carrying.


SALARY RANGE AND DAYS WORKED

Salary range: $151,930-$191,586 depending on qualified experience.


Days worked: 252 days/year (with paid personal time, paid vacation days, and paid time off for holidays and district non-work days such as during winter break and spring breaks)
