Roadway, LLC is launching a new Adult Rehabilitative Mental Health Services (ARMHS) program and is seeking an experienced and passionate Clinical Director to lead its development, implementation, and management.

Position Summary
The Clinical Director will oversee all aspects of Roadway’s ARMHS program, providing clinical leadership, regulatory oversight, and staff supervision to ensure that services meet the highest standards of excellence and compliance.
The ideal candidate will be an experienced, licensed mental health professional with a strong background in clinical program management, deep knowledge of DHS ARMHS requirements, and a passion for empowering both clients and staff.
Key Responsibilities
Program Development & Leadership
- Lead the design, implementation, and evaluation of the ARMHS program in compliance with Minnesota Statutes, section 256B.0623 and DHS ARMHS standards.
- Develop and implement program policies, procedures, and documentation systems that promote clinical quality and operational efficiency.
- Oversee service delivery to ensure that all interventions are recovery-oriented, trauma-informed, and culturally responsive.
- Build a strong program identity focused on excellence, compassion, and community impact.
Clinical Oversight
- Provide ongoing clinical supervision and mentorship to ARMHS Practitioners and Mental Health Rehabilitation Workers.
- Review and approve functional assessments, treatment plans, and clinical documentation to ensure compliance and effectiveness.
- Uphold ethical standards, professional boundaries, and evidence-based practice across all levels of service delivery.
Compliance & Quality Assurance
- Ensure full compliance with DHS licensing regulations, HIPAA, and all applicable state and federal mental health standards.
- Lead quality assurance, chart audits, and program fidelity reviews to maintain excellence and accountability.
- Prepare for and manage DHS licensing audits, inspections, and reviews.
Staff Development
- Recruit, train, and supervise a skilled, compassionate, and motivated team of mental health professionals.
- Foster a supportive, collaborative culture that promotes professional growth, accountability, and innovation.
- Lead ongoing training initiatives and ensure staff maintain required continuing education and credentials.
Community Collaboration
- Build and maintain strong partnerships with counties, referral sources, and community organizations.
- Represent Roadway, LLC in regional and state-level mental health collaborations.
- Promote the program’s visibility, accessibility, and reputation for exceptional client care.
Qualifications
- Master’s degree or higher in Social Work, Psychology, Counseling, or a related behavioral health field.
- Licensed Mental Health Professional (LICSW, LPCC, LMFT, or LP) in the State of Minnesota.
- Minimum 3 years of experience providing mental health services, including at least 1 year in a supervisory or leadership role.
- Strong knowledge of ARMHS standards, Minnesota mental health statutes, and DHS documentation requirements.
- Excellent leadership, communication, and organizational skills.
- Demonstrated commitment to health equity, trauma-informed care, and client-centered practice.
Preferred Experience
- Experience launching or expanding a community-based mental health program.
- Bilingual (English/Spanish, Somali, or Hmong) preferred but not required.
