Specific Job Description:
We are seeking a Purchasing & Proposal Data Specialist to manage our procurement lifecycle and maintain a high-integrity database for bids and proposals. You will ensure all purchasing activities comply with FAR/DFARS standards and maintain the rigorous documentation required for Contractor Purchasing System Reviews (CPSR). This role is vital for streamlining our bid responses by providing accurate, historical pricing and vendor performance data.
Duties Include:
- Compliant Procurement: Execute pre-award and post-award acquisition functions, ensuring all purchase orders (POs) include required flowdown clauses from prime contracts.
- Conduct cost and price analysis to ensure "fair and reasonable" pricing as required by the Truth in Negotiations Act (TINA).
- Maintain auditable procurement files that support vendor selection and price reasonableness.
- Bid & Proposal Data Management:
- Maintain a centralized database of materials, services, and historical bid data to support the Proposal Manager during RFP responses.
- Ensure all vendor data (e.g., SAM.gov registration, debarment status, and insurance) is current and compliant.
- Perform market research to identify Buy American Act (BAA) compliant sources for critical components.
- Supplier & System Administration:
- Manage relationships with suppliers, monitoring their performance and technical capabilities for future projects.
- Prepare for and support DCMA audits by ensuring the internal purchasing system meets all 24 CPSR criteria.
Required Skills & Qualifications:
- Bachelor’s degree in Business Administration, Finance, or Supply Chain is required.
- 3–5 years in procurement, purchasing, contract administration, or a related administrative role.
- Analytical Thinking: Ability to analyze price proposals and financial reports to determine reasonable market pricing.
- Software Proficiency: Strong skills in Microsoft Excel (data tracking, formulas) and experience with database or ERP software
- Communication: Exceptional negotiation and interpersonal skills to manage vendor relationships and collaborate with internal teams.
