We are seeking a Web Accessibility Specialist to lead accessibility testing, remediation, and compliance efforts across City websites and web applications. This is a 12-month contract position based in Philadelphia, PA, with a hybrid work arrangement requiring a minimum of 2 days per week onsite.
In this role, you will focus on ensuring web properties meet WCAG 2.1 AA standards while helping teams adopt sustainable, accessible development practices.

What You’ll Do
- Conduct accessibility audits and bring websites and web applications into compliance with WCAG 2.1 AA standards
- Use tools such as axe DevTools, WAVE, Lighthouse, Siteimprove, and assistive technologies (JAWS, NVDA) for both automated and manual testing
- Collaborate with internal development teams and external vendors to remediate accessibility issues, providing guidance on HTML, ARIA, keyboard navigation, focus management, and color contrast
- Integrate automated accessibility testing into CI/CD pipelines and establish pre-deployment accessibility checks to prevent regressions
- Support development and enhancement of internal web crawling tools related to accessibility monitoring
- Review vendor deliverables to ensure accessibility compliance standards are met
- Identify and remediate digital documents (PDFs, forms, reports, spreadsheets) to meet WCAG 2.1 AA, PDF/UA, and Section 508 standards
- Work closely with Accessibility Architects and digital services teams to align efforts with enterprise accessibility governance
- 10 years of experience in web accessibility testing, auditing, and remediation in large-scale or enterprise environments
- Experience working with government agencies on accessibility compliance initiatives
- Deep knowledge of WCAG 2.1 AA/AAA, WAI-ARIA authoring practices, Section 508, and ADA Title II requirements
- Strong proficiency in front-end technologies including HTML5, CSS3, and JavaScript, with the ability to evaluate and recommend code-level fixes
- Hands-on experience with accessibility testing tools such as axe DevTools, WAVE, Lighthouse, and pa11y
- Experience using assistive technologies such as JAWS and NVDA for accessibility validation
- Strong analytical skills and attention to detail in identifying and resolving accessibility issues
- Experience working in WordPress environments within government or public sector organizations
- Familiarity with integrating accessibility testing into CI/CD pipelines, including tools such as GitHub Actions
- Experience with accessibility defect tracking and workflow management
- IAAP Web Accessibility Specialist (WAS), DHS Trusted Tester, or similar certification
- Understanding of inclusive design principles and plain-language content practices
