Established in 2019, RIVHAB Engineering & Earthworks specializes in waterways, hydraulic engineering, geomorphology, fish and wildlife habitat improvement, site/civil grading, stormwater management, floodplain design, plant and riparian ecology, fisheries engineering, and instream construction projects. Based in Eagle, Idaho, our clientele is expanding, especially in the federal market with our 8(a) status allowing federal partners to direct-award contracts. We partner with states and federal agencies, tribes, local communities, private landowners, non-profits, major consultant firms and Contractors to deliver high-quality habitat assessments, engineering design, modeling, permitting, and construction. We offer full engineering capabilities and in-house heavy-civil construction (licensed and bonded up to $3M) to self-perform Design/Build solutions or provide stand-alone services. Position Overview
RIVHAB is seeking an Engineering Division Manager to guide complex, multidisciplinary restoration and infrastructure projects from concept through construction. This is a senior management-level role suited for an experienced engineer with 10 years of professional practice and demonstrated leadership in river, stream, and watershed-related projects. The ideal candidate brings deep technical expertise, strong project management skills, and the ability to work collaboratively with clients, partners, and internal teams. Key Responsibilities
Project & Technical Leadership
- Lead project planning, design, and delivery for river and stream restoration, fish passage, geomorphology, and watershed improvement projects.
- Oversee development of engineering plans, specifications, cost estimates, and technical reports.
- Guide hydraulic modeling (1D/2D), design alternatives analyses, hydraulic calculations, design plans, and construction documentation.
- Lead habitat assessments, watershed analyses, and promote the use of our UAV tools to monitor, assess, and improve restoration design.
Client Coordination & Relationship Management
- Serve as primary client contact and maintain long-term relationships with clients, including tribes, local, state and federal agencies, nonprofits, prime consultants, and private partners.
- Represent RIVHAB in project meetings, site visits, and collaborative planning sessions.
Team & Staff Development
- Mentor junior engineers, EITs, and science staff; review technical work products for accuracy and quality.
- Foster an interdisciplinary, supportive, and solution-oriented team environment.
Permitting & Regulatory Support
- QA/QC review and oversight of permit applications (CWA 404/401, ESA, state/local environmental permits).
- Coordinate with regulatory agencies and support compliance throughout project phases.
Construction Support
- Provide construction-phase engineering services, including design interpretation, field observation, adaptive management, and collaboration with contractors.
- Develop monitoring plans, including using remote sensing to advance the science of stream restoration.
Business Development
- Assist with proposal preparation, scoping, budgeting, and strategic planning to expand RIVHAB’s portfolio.
- Contribute to RIVHAB’s growth through relationship-building, professional visibility, and technical leadership.
Minimum Qualifications
- Bachelor’s degree in Civil, Environmental, Water Resources Engineering, or related discipline.
- 10 years of professional experience with increasing technical and project management responsibility.
- Professional Engineer (PE) license or Professional Geologist (PG) license.
- Proficiency with AutoCAD, Civil3D, hydraulic modeling tools, GIS, and standard engineering software.
- Excellent written and verbal communication skills, with demonstrated success preparing plans, specifications, cost estimates, proposals, and reports.
- Strong understanding of fluvial geomorphology, hydraulics, and ecological restoration principles.
Preferred Qualifications
- Master’s degree in a related engineering discipline.
- Experience with 1D and 2D hydraulic modeling tools (HEC-RAS, SRH-2D, etc.).
- Experience with field surveying, including UAS/drones to improve terrain modeling.
- Experience with construction management and on-site field services.
- Familiarity with federal, state, and local permitting processes.
- Proven history managing multi-stakeholder, grant-funded, or agency-led projects.
