Program Overview

RIVA Solutions is supporting the National Telecommunications and Information Administration (NTIA) under the ISCOM Division to deliver mission-critical IT modernization and cybersecurity services. This effort focuses on enhancing the security, reliability, and efficiency of NTIA’s infrastructure, driving forward their mission of advancing broadband access, data-driven policymaking, and secure communications through modern digital tools and compliance with federal standards.

Position Overview

RIVA Solutions is seeking a Cloud Systems Engineer to support enterprise infrastructure design, implementation, and integration under the NTIA ISCOM contract. The Cloud Systems Engineer will play a key role in architecting secure, scalable, and efficient cloud-based solutions while ensuring integration with existing enterprise systems. The ideal candidate will have hands-on experience across SaaS, PaaS, and IaaS environments, with the ability to collaborate across teams while operating independently to drive solutions forward.

Core Responsibilities

• Design and implement enterprise infrastructure and platforms required to support cloud computing initiatives.
• Analyze system requirements and ensure secure integration with existing enterprise applications.
• Architect, configure, and manage solutions across SaaS, PaaS, and IaaS environments.
• Collaborate with stakeholders to define and implement best practices for cloud operations and system development.
• Monitor and optimize system performance, ensuring reliability and scalability.
• Support documentation of cloud architectures, workflows, and security practices.
• Contribute to enterprise-wide cloud strategy and modernization efforts.
• Report to program leadership while collaborating with cross-functional teams in a hybrid environment.
• - Architect and support Azure CI/CD pipelines and infrastructure as code (Terraform/Ansible).
• Design and manage secure landing zones, RBAC, and tagging strategies in Azure.
• Implement Zero Trust principles, FedRAMP/NIST 800-53 compliance, and hybrid system integration.
• Monitor and optimize cloud costs using Azure Cost Management.
• Support compliance with CUI data handling and NTIA IT policies.
  
  
  

Minimum Qualifications

• Bachelor’s degree in Computer Science, Information Systems, or a related field.
• Minimum of 4 years of professional experience in cloud systems engineering.
• U.S. Citizenship required.
• Active Secret or Top-Secret clearance.
• Experience designing, deploying, and managing cloud environments.
• Knowledge of SaaS, PaaS, and IaaS models and their integration with enterprise systems.
• Strong analytical, problem-solving, and collaboration skills.
  
  
  

Preferred Qualifications

• Cloud certifications such as AWS Certified Solutions Architect, Microsoft Azure Administrator, or Google Cloud Professional Engineer.
• Prior experience supporting Department of Commerce, NTIA, or other federal civilian agencies.
• Hands-on experience with hybrid or multi-cloud architectures.
• Familiarity with automation tools and infrastructure as code (IaC) frameworks (e.g., Terraform, Ansible, CloudFormation).
  
  
  

Salary

Up to $130,000 depending on experience.
