Position Summary:


The Senior Risk Analyst strengthens the Navy Mission Assurance (MA) program by integrating Mission Criticality Index (MCI) data, Mission Assurance Assessment (MAA) findings, and infrastructure dependency analysis to drive risk-informed prioritization of projects and resources. This role provides critical analysis, counsel, and recommendations that influence strategy, policy, and program management decisions across the Navy enterprise. The Senior Risk Analyst works closely with the Office of the Chief of Naval Operations, Installation Resilience and Protection Branch (OPNAV N4I3), the Commander, Navy Installations Command, Facilities Management (CNIC N44), and Joint and Service partners to ensure risk data informs operational resilience, investment priorities, and the overall direction of the Navy MA Program.

Essential Functions:

  • Apply MCI framework to assess project and facility criticality and integrate MAA findings and stakeholder input into validated prioritization outcomes.
  • Classify facilities and projects as Mission Critical, Mission Essential, or Mission Support using standardized mission typing aligned with Navy and Joint operational priorities. These efforts will be accomplished by entering the facility and project data into the Mission Dependency Index (MDI) Tool.
  • Analyze mission impacts, functional dependencies, and infrastructure vulnerabilities to ensure MCI results directly support resource allocation, operational resilience, and investment planning.
  • Coordinate with CNIC, OPNAV, and Joint/Service partners to deliver updated MCI data, facility mission types, and military construction (MILCON)/Facility, Sustainment, Restoration, and Modernization (FSRM) alignment gap analyses.
  • Manage information flows across MAAs, MCI mapping, and program reporting to strengthen enterprise-level risk visibility and decision making.
  • Integrate and align MCI data into the OPNAV N4I3 Critical Asset Identification Process (CAIP) planning process.

  • Demonstrated ability to convey complex risk and technical issues in a clear, actionable manner for senior military and civilian leadership.
  • Strong analytical and critical thinking skills with the ability to integrate data into strategic recommendations.
  • Effective communicator, with the ability able to engage confidently across all organizational levels and within Joint/Service working groups.
  • Skilled in developing structured plans and solutions to achieve program objectives and support enterprise decision-making.
  • Capable of working independently with minimal supervision, as well as collaboratively within small, high-performing teams.
  • Proven ability to synthesize large volumes of technical data, policy, and doctrine into concise reports, briefings, and recommendations.
  • Ability to review and understand MAA report findings and recommendations and MCI mapping data.
  • Proficient in Microsoft Office and collaboration platforms; SharePoint experience a plus.
  • Professional presence, integrity, and adaptability to operate in high-visibility, fast-paced headquarters environment.

Education & Experience Requirements:

  • Bachelors degree in a relevant field, (e.g., Homeland Security, Political Science, International Relations, Security Management, or related discipline).
  • Minimum of 10 years of Department of Defense (DoD) experience, including direct involvement with mission planning, mission analysis, installation resilience, or protection programs.
  • Experience applying DoD risk management processes to assess mission dependencies, infrastructure vulnerabilities, or critical asset protection requirements.
  • Demonstrated understanding of the DoD Planning, Programming, Budgeting, and Execution (PPBE) resource management processes.
  • Knowledge of Service MA Programs and/or prior experience supporting MAAs or similar risk-informed prioritization efforts strongly preferred.


Desired Certificates & Licenses:

  • Certified Risk Management Professional (RMP) or equivalent DoD/industry certification.
  • Completion of Joint Professional Military Education (JPME) Phase I or comparable Service-level professional development a plus.

Other Requirements:

  • Security Clearance:Obtaining a DoD Secret Clearance. Applicants selected will be subject to a government security investigation and must meet eligibility requirements for clearance level required for the job.
    • If you already hold a Secret Clearance this is a plus!
  • Valid Passport: Possession of a current passport with a minimum of 8 months remaining until the expiration date.
  • Hybrid Role: This hybrid role includes monthly travel to a local designated government site to work on secure networks and maintain access.
    • Ability to maintain and access NIPR/SIPR accounts by monthly travel to employees designated regional site.
  • Travel Flexibility:Willingness and capability to travel, CONUS and OCONUS approximately 10% of the time.
    • Telecommunication, subject to mission requirements.
  • Work Environment Compliance:Commitment to maintaining a drug-free work environment, U.S. Citizenship, and possession of a valid state driver's license.
