Program Summary

 The Unaccompanied Children Program provides long term and transitional residential care and other supportive services to Unaccompanied Children (UC) who are under legal custody of the Federal Government. Working in collaboration with the federal Office of Refugee Resettlement, ORR, our program provides a safe and nurturing environment for youth in a Basic Shelter program in residences located in the greater New York, as well as in Foster Homes in our Transitional Foster Care Program.  In all programs, we provide therapeutic and educational services and other supports that youth need to achieve success through an array of strength-based and targeted interventions as well as link them with family members and/or other sponsors in the United States so they can move forward with their lives and thrive.  

Position Overview:

The Manager of Clinical Services reports to the VP of Clinical, Case Management and Educational Services and is responsible to Oversee the Clinical Services of the program to ensure compliance in all ORR policies, procedures and reunification expectations always incorporating best practices of effectiveness and quality.  

What You’ll Do

  • . Ensure that the Clinical program is being run in accordance with all regulations as outlined by ORR and in a manner that is consistent with the organization’s mission and values.  
  • Demonstrate the use of all TCI and other intervention techniques. 
  • Track any trends related to barriers for prompt releases and create action plans to mitigate them to decrease the length of stay, while maintaining the safety of all UC 
  • In collaboration with the Assistant Director of Clinical Services, create and regularly update a service provider binder for mental health services that all children can access in the community 
  • Submit the weekly and monthly reports to the Vice-President of CL/CM & Education Services as well as to ORR as requested 
  • Complete and monitor a Clinical Grid tracking system for compliance in all related areas, as mandated by ORR and as delineated as best practices program.  
  • Facilitate monthly meetings within the clinical unit. 
  • Monitor the ongoing facilitation of the Treatment Team Meeting held for each child with high-risk behavior as well as Mental Health needs, and ensure a well-rounded plan is designed for each child and communicated to the entire team 
  • Revamp and evaluate as needed the existent clinical assessments and tools to assess specific needs of the children 
  • Ensure the ongoing implementation of PROMISE in the clinical and case management program, and support and facilitate the implementation across the entire program.   
  • Work in collaboration with the Operational Compliance Manager as well as with the PSA Compliance Manager of the program 


  • Staffing / Administration 
  • Directly supervises the Assistant Director of Clinical Services by providing support and engaging them in a process that requires team process to solve problems effectively, address their teams positively and proactively, and reaching program expectations and goals. 
  • In conjunction with Human Resources and the Management Team, assist in the selection, interview and hiring of staff in the program. 
  • Monitor progress of staff through performance evaluations.  Assist supervisees in developing improvement plans and ensure training compliance. 
  • Create opportunities for professional development for the clinical team, by running MH training, searching for new opportunities for training, and encouraging clinical group discussions for kids with MH and behavioral needs.  Ensure that the clinical team follows all ORR mandated training.  
  • Ensure that weekend coverage and extended hours of Clinical team are consistently met 
  • Join the weekly staffing run by the GDIT team, and the Clinical and Case Management Team 
  • Monitor that the weekly grid is accurately, thoroughly completed and sent on a timely manner to GDIT and ORR on a weekly basis by the Assistant Director of Case Management and Clinical Services.  

 

  • Professional Practice 
  • Join different committees or groups within the organization.     
  • Participate as an active member of the Incident Review Committee and all other program related committees 
  • Create linkages and partnership with community service providers in areas related to the clinician practices 
  • Develop and execute training related to the practice of the clinical unit, as well as all ORR mandated training.  
  • Track compliance with all clinical related services  
  • Maintain collaborative relationships with team members, other staff, parents, and non-agency personnel.   
  • Communicate regularly with others, both orally and in writing.  This includes providing any necessary reports to be used for child conferences or evaluations.  
  • Become knowledgeable of all UC Program policies and procedures; modeling, training and actively supervising the use of each. 
  • Ensure all necessary documentation is completed by established deadlines. 
  • Show organizational commitment which includes understanding and actively supporting the mission, policies and procedures protecting the integrity of the Agency.

 

Your Qualifications 

  • A master’s degree or equivalent in a Human Services or related field or bachelor’s degree plus 5 years’ experience in child welfare administration.  Bachelor’s degree required. Master’s degree preferred.  MH Licensed preferred.  
  • Minimum 5 years of experience in programming  
  • Direct service delivery experience 
  • TF-CBT experience a plus. 
  • Experience working with traumatized/exploited children and children with challenging behaviors 
  • Excellent organizational/communication skills. 
  • Ability to establish and maintain working relationships with staff, community groups, the courts, other agencies, and the general public. 
  • Excellent writing and communication skills  
  • Proficient in Microsoft Office suite 
  • Bi-lingual (Spanish/English) is a must-  
  • Possession of a valid vehicle operator’s license and clean driving record- preferred

• Ability to work in-person in New York City (NY) for at least 5 days or more per week.

Salary : $100,000 - $105,000
