POSITION SUMMARY:

Provides financial accounting services for all County Funds ensuring fiscal responsibility.


ESSENTIAL DUTIES/RESPONSIBILITIES:

  • Reconciles cash, accounts receivable, prepares adjusting journal entries and transfers as necessary, submit reports to the Treasurer Department and performs end of month/end of year procedures.
  • Verify and approve accounts payable and payroll, and prepare/send monthly management reports.
  • Invoice accounts receivable and maintain records.
  • Prepare and submit various reports each month/year as assigned.
  • Work with the Finance/Budget Director to post budget notices, budget schedules, and budget packets.
  • Input fiscal year budget and supplemental budget(s) into accounting software.
  • Track, monitor and review grants and contracts, amendments and other documents to ensure grant and contract compliance.
  • Conduct individual petty cash audits on an annual basis, documenting errors and discrepancies.
  • Prepare letters for mill levy certification and enter data into the certification file for all entities.
  • Maintain financial books, send out correspondence, and attend meetings, as necessary, for the Department of Human Services.
  • Perform other duties as appropriate or necessary for the performance of the job.

JOB QUALIFICATIONS:

Knowledge, Skills & Abilities:

  • General office practices and procedures.
  • Routine software and business applications including, but not limited to, word processing, spreadsheets, and financial software.
  • Communicate clearly and concisely, both verbally and in writing.
  • Read and comprehend department and County rules, regulations, policies and standard operating procedures.
  • Establish and maintain effective working relationships with other County employees, department heads and elected officials, representatives of other agencies and organizations, and members of the community.
  • Learn to apply accounting principles to the maintenance of financial and accounting transactions and audit of financial records.
  • Learn and apply Federal, State and local laws and regulations to accounting, budgeting, and audit work.
  • Examine and verify routine financial documents and reports.
  • Payroll and bookkeeping experience
  • Ability to communicate effectively verbally and in writing
  • Ability to establish and maintain cooperative and effective working relationships with a variety of individuals
  • Ability to learn and successfully use specialized software applications.
  • Ability to perform mathematical computations quickly and accurately
  • Ability to run 10 key

Education and/or Experience:

Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.

  • BA Degree in Accounting or appropriate related field, preferred.
  • Basic accounting principles and procedures, including payroll and general ledger.
  • Record keeping, report preparation, filing methods and records management techniques.
  • All applicable state, federal and local laws, rules and regulations.
  • Must follow directions, work with minimal supervision, accept change, make reasonable decisions, be detail-oriented, have time management skills and be able to prioritize.

  • None.

Physical Demands:

While performing the essential functions of the job, the employee is frequently required to sit, use hands to finger, handle, or feel, reach with hands and arms, speak and hear, see at close vision and bend to file and maintain files.
