Midstream Project Controls Manager
Position Summary
The Project Controls Manager is responsible for establishing, maintaining, and continuously improving the project controls function for capital projects across a midstream organization. This role provides leadership and oversight of cost management, estimating, scheduling, progress measurement, forecasting, reporting, risk management, and project performance analytics to ensure projects are executed safely, on schedule, and within approved budgets.

Required Qualifications
Bachelor's degree in Engineering, Construction Management, Business, Finance, or related field. 10 years of project controls experience in oil & gas, petrochemical, LNG, pipeline, terminal, or midstream industries. 5 years in a leadership role.
Preferred Qualifications
PMP Certification, AACE certifications (CCP, PSP, CEP), and experience supporting pipeline, terminal, storage, compression, and processing facilities.
Systems and Tools
Microsoft Project, Primavera P6, EcoSys, Power BI, SAP, Oracle, and advanced Excel.
Key Performance Indicators
Forecast accuracy, schedule accuracy, project delivery within approved AFE, change management effectiveness, reporting quality, contingency utilization, and capital efficiency.
Organizational Fit
Acts as the independent project performance leader supporting Project Managers and executive leadership through cost, schedule, forecasting, governance, and reporting oversight.
Location
Downtown Houston, Texas. In office 5 days per week, 8-5PM
