Professional Summary

The IT Project Financial Analyst II provides comprehensive project and portfolio financial management—including budgeting, forecasting, cost tracking, and financial reporting—across a portfolio of IT initiatives. Operating within a central, funding-aligned team, the incumbent independently maintains the financial governance for assigned projects. This position collaborates closely with PMO leaders, Project Managers, and Finance stakeholders to optimize financial controls, enable delivery focus, and translate complex data into actionable, decision-ready reporting.


Core Responsibilities

  • Financial Forecasting & Planning: Consult on project budgets, monthly forecasts (Estimate-At-Completion), and cash-flow/spend curves across assigned IT project portfolios.
  • Variance & Performance Analysis: Analyze project financial performance by tracking actuals against baseline plans, identifying key variances, and delivering quantitative insights and strategic recommendations to leadership.
  • Portfolio Workflow Management: Manage parallel financial analysis across multiple concurrent projects, maintaining rigorous documentation standards and prioritizing deliverables within complex operational workflows.
  • Project Change Governance: Evaluate and quantify the financial impact, funding requisitions, and risk profiles associated with Project Change Requests (PCRs).
  • Financial Alignment & Accounting: Partner with Finance teams to guide capital versus expense classification, manage capitalization activities, support accruals, and facilitate monthly close processes.
  • Risk Mitigation & Reporting: Monitor financial performance indicators and emerging trends to proactively escalate risks and propose mitigation strategies to PMO and IT executive leadership.
  • Data Integrity & Governance: Maintain financial dashboards, standardized reporting repositories, and audit-ready documentation to uphold data integrity throughout the project lifecycle.


Required Qualifications

  • Education & Experience: Bachelor’s degree in Accounting, Finance, Business Administration, or a related discipline with a minimum of two (2) years of experience in project financial analysis, FP&A, cost analysis, or project controls (or equivalent professional experience).
  • Financial Governance: Demonstrated experience maintaining full ownership of project budgets and portfolio forecasts.
  • Accounting Principles: Working knowledge of project-accounting concepts, including capital vs. expense treatments, capitalization criteria, and Estimate-At-Completion (EAC) forecasting methods.
  • Systems Proficiency: Hands-on experience utilizing enterprise ERP and project-accounting platforms (e.g., Oracle or equivalent).
  • Project Lifecycle: Practical understanding and application of standard Project Life Cycle methodologies.
  • Core Competencies: Advanced written and verbal communication skills; strong analytical acumen, self-direction, and the ability to manage competing priorities under strict deadlines.


Preferred Qualifications

  • Advanced Analytics: Advanced proficiency in Microsoft Excel and hands-on experience developing reports and interactive dashboards in Power BI.
  • Emerging Technologies: Familiarity with AI-powered productivity and analytics platforms (e.g., Microsoft Copilot) applied to financial modeling and automated reporting.
