General Description:
The Director, Infrastructure Transformation and Construction is a strategic leader responsible for the entire life cycle of Richmond Public Schools' physical assets. This role encompasses three core areas: (1) direct oversight and execution of all capital construction projects, (2) the development and maintenance of a community-driven 10-Year Master Facilities Plan, and (3) the proactive exploration of public-private partnership opportunities to accelerate facility modernization. The Director ensures project delivery is on-time and on-budget while aligning the district's long-term infrastructure strategy with educational equity and demographic needs.

Essential Duties and Responsibilities:

1. Oversight of Current and Future Construction Projects (Execution)
  • Provides professional and technical oversight in the planning, design, and construction of new schools, large-scale facility renovations, and other capital improvements projects.
  • Develops, controls, and manages project budgets, ensuring fiscal responsibility and accountability throughout the project lifecycle.
  • Oversees the performance of architects, engineers, and construction contractors, ensuring adherence to project timelines, specifications, codes, and regulations.
  • Participates in pre-construction planning, reviews and approves drawings and specifications, and conducts regular site visits to monitor progress and inspect all work for quality and compliance.
  • Reviews and approves, for payment, bills submitted by building contractors, testing laboratories, consulting engineers, and surveying firms.
  • Investigates and takes appropriate action on reports of faulty workmanship or materials under warranty.
  • Works collaboratively with the Manager, Construction Procurement in preparing bid specifications, assembling bid documents, and evaluating bids.
  • Coordinates technical training for the Facilities and Maintenance team on new systems and equipment (e.g., emergency systems, shutoffs) and ensures a smooth operational transition after project completion.
2. Creation and Management of the 10-Year Master Facilities Plan (Strategy)
  • Leads the development, continuous updating, and implementation of a 10-Year Master Facilities Plan for the district, ensuring it is a dynamic, living document.
  • Integrates data from all Richmond Public Schools' facilities condition assessments (FCIs) to objectively prioritize maintenance and capital renewal projects, using the district's established prioritization matrix.
  • Incorporates current and forecasted enrollment data and demographic shift analysis into the plan to strategically address capacity needs, equitable distribution of resources, and future capital construction programs.
  • Designs and manages a collaborative, iterative planning process with consistent input from the School Board, City officials, staff, students, and community stakeholders.
  • Evaluates long-term facility needs and develops appropriate capital improvement plans in coordination with the Director of Facilities Management, Chief Operating Officer and City officials.
  • Provides technical information and recommendations supporting strategic facility planning decisions.
3. Exploration of Public-Private Partnership Development Opportunities (Innovation)
  • Proactively explores, researches, and assesses creative public-private partnership (P3) development opportunities to leverage external investment and resources for capital projects.
  • Develops business cases and feasibility studies for potential P3s, collaborating with legal, finance, and City leadership.
  • Acts as a key district representative in complex contract negotiations related to construction and partnership agreements.
General Responsibilities and Qualifications
  • Works collaboratively with the Director of Facility Services in planning for new school construction and continued maintenance of existing facilities.
  • Commits to meeting the expectations and requirements of internal and external stakeholders; acts with stakeholders in mind; values the importance of providing high-quality customer service.
  • Engages in ongoing professional development to keep current with emerging technologies, changing building codes, and construction techniques.
  • Provides frequent feedback and evaluates staff against team goals.
  • Performs other duties as assigned.


Qualifications:
  • Master’s Degree in Engineering, Construction Management, or related field preferred; or Bachelor’s degree in Engineering, Construction Management, or a related field.
  • At least 10 years of progressively responsible experience or any equivalent combination of training and experience which provides the required knowledge, skills, and abilities to perform the principal functions of the position required.
  • Considerable knowledge of a variety of building design approaches, building systems and construction techniques, building codes, fire, and life safety regulations, local planning and requirements, permitting and inspection requirements, and land development ordinances.
  • Working knowledge of federal, state, and local laws, rules, and regulations governing Facility Services functions of child nutrition services, facilities planning, construction, maintenance of school facilities, technology, data processing, finance, accounting, payroll, warehousing, and purchasing.
  • Experience in large-scale commercial, education, government, and hospital projects; or experience as a Chief Engineer in a full-service organization with similar operations required.
  • Thorough knowledge and confidence to make decisions with little supervision relating to capital improvement projects; ability to establish and meet milestone dates for the department to assure the overall goals and objectives of the department are met.
  • Ability to establish and maintain effective working relationships with consultants, contractors, partners, and RPS Schools personnel at all levels.
  • Valid driver’s license.
  • Bilingual/fluency in Spanish preferred.
