This position serves as the Program Analyst for the Medicine Service and is responsible for the implementation and analysis of all performance metrics and initiatives at the Indianapolis Health Care System. This position is located at the Indianapolis VA Medical Center.

- Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of key clinical service performance metrics e.g. access, consult management, scheduling, and Mission Act. General understanding of CPRS, VISTA, CTM, PowerPoint, Word, Excel, Microsoft Teams, and Outlook email application. The incumbent should have a broad-based knowledge of the overall hospital organization mission, vision, function, and values to be able to improve the healthcare delivery processes based on systems engineering principles and methods.

To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related

Responsibilities:
Duties of the Program AnalystProgram Management and System Support
- Works closely with assigned sections to help with daily needs as they arise.
- Project oversight and management for all new programs and services being offered, from conceptualization to implementation.
- Assess the clinical needs of assigned sections and assist in recruitment efforts by working with HR to develop job announcements and recruitment avenues, to include recruitment, relocation and retention incentives, education-debt repayment programs and other incentivized mechanisms.
- Proficient in technical aspects of job duties to include utilizing VSSC and CDW data cubes (if applicable), Pyramid Analytics, VISN data reports and possesses the ability to create and manage clinic grid/profile reports for all services throughout the facility.
- Perform, oversee, monitor, and analyze administrative programs to include scarce medical/health care sharing contracts, equipment contract development, recruitment and retention of service line clinicians, implementation and oversight of projects, participation in general administration activities, monitor and report performance data and clinical operations.
- Work in collaboration with BioMed and Supply Chain Management to ensure equipment is being accounted for through inventory management and noting any equipment nearing end of life.
- Manages all clinic/provider profiles and scheduling grids, including set up and clinic maintenance.
- Ensures all providers and fellows are at a minimum 80% bookable by managing annual grid reviews
- Daily management of unplanned provider absences ensuring this information is completed and shared timely with all Stakeholders.
- Understands the clinic practice management structure.
- Shares information from the facility Group Practice Manager regarding updated directives or mandates to staff that may require attention or training.
- Logs appropriate labor mapping for individual providers.
