Job Title: Bilingual Program Assessment Specialist

FLSA Status: Non-Exempt

SUMMARY

The Bilingual Program Assessment Specialist is responsible for conducting child care center, family child care, and school-age program quality assessments for BrightStars and the RI PreK Program using standardized tools and other data collection instruments and completing detailed written reports of these assessments. The Bilingual Program Assessment Specialist is also responsible for ongoing communication with programs to support appropriate completion of applications for a BrightStars rating, as well as providing professional development and outreach to the child care community to broaden early childhood educator’s understanding of quality rating process.


ESSENTIAL DUTIES AND RESPONSIBILITIES

Programs & Services:

• Work with programs to submit complete and accurate application and related materials.

• Review and code documentation submitted by programs.

• Complete detailed written reports of assessment findings.

• Maintain and update BrightStars program databases.

• Conduct on-site assessments of child care and early learning programs (centers, preschool classrooms in public schools, private and/or religious schools, family child care, and school-age programs).

• Receive training and administer standardized program assessment tools (Environment Rating Scales and others).

• Maintain reliability on tools and processes. Support other staff in maintaining reliability.

• Facilitate and deliver professional development on topics including the BrightStars assessment process and the Environment Rating Scales.

• Quality program and health and safety standards (BrightStars, DHS, RIDE) and RI Early Learning Development Standards.

• Environment Rating Scales and related materials.

• Diverse cultures in the state of Rhode Island.

• Excellent reading and writing skills.

• Ability to respond professionally and respectfully as needed to different situations.

• Comfortable with presenting and speaking to diverse early childhood audiences.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential duty. The requirements listed below are representative of the knowledge, skill, and/or ability required.


Minimum Education, Skills, and Experience:

• Bachelor’s degree required.

• Bilingual and Biliterate English and Spanish required.

• Experience in data collection, program assessment, and/or evaluation.

• Academic and/or professional experience in the education field.

• Must be highly organized, detail-oriented, and able to multi-task.

Preferred Education, Additional Qualifications and Experience:

• Degree in early childhood or related field.

• Education experience in quality child care program(s).

• Knowledge of family child care or youth/school age education programs.

Individuals in this position must have the ability to:

• Travel to and from community locations which could include using walkways and/or stairs.

• Sit in a chair or on the floor at child-eye level for up to three hours.

• Stand for up to 3 hours

• Kneel and reach.

• Drive and have access to reliable transportation.

• Work in typical office and classroom environments.

• Have internet connection for online meetings and trainings as needed
