Position Summary

The Senior Clinical Supervisor provides advanced clinical leadership across the organization’s behavioral health programs, combining direct clinical supervision with broad administrative and compliance oversight responsibilities. The Senior Clinical Supervisor plays a central role in ensuring the quality, integrity, consistency and regulatory compliance of all County Medi-Cal programs through quarterly audits, audit preparedness activities, and support for documentation requests. Additionally, this position leads the development of an intern training program and serves as a key resource for program staff on clinical and compliance matters.

Essential Duties and Responsibilities

The essential functions include, but are not limited to the following:

Clinical Supervision

  • Provide individual and group clinical supervision to two (2) assigned clinicians (licensed or registered), including case review, treatment planning guidance, and professional development support.

  • Monitor clinicians’ caseloads, documentation quality, and clinical interventions to ensure compliance with agency standards and County Medi-Cal requirements.

  • Conduct regular supervision meetings, document supervision hours, and maintain supervision records in accordance with BBS regulations.

  • Serve as a clinical resource and consultant for complex cases, crisis situations, and ethically challenging scenarios.

  • Support clinicians in meeting documentation deadlines and maintaining accurate records in the Electronic Health Record (EHR) system.

Administrative & Staff Oversight

  • Provide supervisory oversight to the Compliance Supervisor, offering guidance on compliance priorities, monitoring protocols, and corrective action planning.

  • Provide supervisory oversight to the Biller, ensuring billing practices align with County Medi-Cal requirements, program contracts, and documentation standards.

  • Collaborate with the Compliance Supervisor and Biller to identify trends, address discrepancies, and implement process improvements.

  • Participate in hiring, onboarding, and performance evaluation processes for supervised staff as directed.

Compliance & Auditing

  • Conduct quarterly audits of all County Medi-Cal programs, reviewing clinical records, billing documentation, and service delivery against contractual and regulatory standards.

  • Lead internal audit preparation activities, ensuring programs are in a continuous state of readiness for external County, state, or accreditation reviews.

  • Develop and maintain audit tools, checklists, and tracking systems to document findings and monitor corrective actions to completion.

  • Coordinate and support program staff in responding to documentation requests from County agencies, auditors, and other external stakeholders, ensuring timely and accurate submissions.

  • Identify areas of non-compliance or clinical risk and work collaboratively with program leadership to develop and implement corrective action plans.

  • Maintain current knowledge of County Medi-Cal documentation standards, CalAIM requirements, and applicable regulatory guidelines.

Intern Training Program Development

  • Collaborate with the Training Director for the placement, onboarding, and supervision structures for clinical interns across programs.

  • Evaluate and continuously improve the intern training program based on feedback, outcomes data, and evolving best practices.

  • Lead the design and development of an agency intern training program, including curriculum development, onboarding protocols, and competency assessment framework to retain high quality interns for employment.

General Responsibilities

  • Participate in leadership meetings, quality improvement committees, and interdisciplinary team meetings as required.

  • Maintain required documentation, reports, and records in accordance with agency policies and regulatory requirements.

  • Provide training and consultation to program staff on clinical documentation, compliance standards, and evidence-based practices.

  • Perform other duties as assigned by the Executive Director or Clinical Director.

Minimum Qualifications (Knowledge, Skills, and Abilities)

  • Master’s Degree in Social Work, Counseling, Psychology, or a closely related field required.

  • Active California license required: LCSW, LMFT, or LPCC with a minimum of two (2) years of post-licensure experience.

  • Must be eligible and qualified to provide BBS-approved clinical supervision to ASW, AMFT, and APCC registrants.

  • Minimum of three (3) years of experience providing clinical supervision in a behavioral health or mental health setting.

  • Demonstrated experience with County Medi-Cal programs, documentation standards, and audit processes.

  • Working knowledge of CalAIM, Medi-Cal billing practices, and applicable state and federal regulations.

  • Experience with program compliance monitoring, internal auditing, or quality assurance activities.

  • Strong organizational, communication, and leadership skills with the ability to manage multiple priorities simultaneously.

  • Proficient in Electronic Health Record (EHR) systems and Microsoft Office Suite.

  • Experience working with individuals experiencing serious mental illness (SMI), substance use disorders, and/or co-occurring conditions preferred.

  • Bilingual in Spanish or another California threshold language preferred.

  • Valid California driver’s license and current automobile insurance required.

Salary : $135,000 - $140,000
