About the Position: Serve as a Program Analyst for the Operations Division, Management Support Branch with responsibility for formulating, establishing, monitoring, recording, analyzing, evaluating, forecasting and recommending modifications or changes to the River Operations Branch O & M, MR&T and facility programs in support of the District's navigation and flood control missions.

Specialized Experience:
For GS-09:One year of specialized experience which includes: 1) Experience performing data entry and processing of routine financial documents such as invoices, purchase requests, or travel vouchers in a financial system; AND 2) Gathering financial information from established reports or systems; AND 3) Entering financial data into spreadsheets or tracking logs to support budget monitoring. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree with a major study in Finance, Accounting, Business Administration, Public Administration and Real Estate, or other fields related to the position.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. One year of specialized experience which includes: 1) Experience assisting in the administration and control of funds for an organization such as tracking obligations and expenditures against a budget, processing payments for items like leases or contracts, or monitoring fund availability in financial systems; AND 2) Experience gathering and compiling financial or budgetary data from various sources (e.g., accounting systems, spreadsheets, reports) to prepare recurring reports; AND 3) Experience applying established budgetary regulations, policies, and procedures to process financial transactions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree with a major study in Finance, Accounting, Business Administration, Public Administration and Real Estate, or other fields related to the position.
