Role DescriptionRFC Civil is seeking a full-time Estimating Manager based in the Greater Tampa Bay Area. The Estimating Manager will lead the estimating function for civil site development projects and play a key role in helping the company secure profitable, well-planned work.
This position is responsible for managing the full bid process, including reviewing plans and specifications, evaluating project scope, preparing detailed estimates, coordinating subcontractor and supplier pricing, identifying risks and opportunities, and ensuring bids are accurate, competitive, and aligned with RFC Civil’s operational capabilities.
The Estimating Manager will work closely with ownership, operations, project management, field leadership, clients, subcontractors, and suppliers to support strategic growth. This role requires strong technical estimating experience, leadership ability, construction knowledge, attention to detail, and the ability to build lasting relationships with vendors, clients, and project partners.
The ideal candidate is organized, accountable, and capable of leading estimating efforts while improving processes, maintaining bid discipline, and supporting RFC Civil’s continued growth across Florida.
Key Responsibilities- Lead and manage estimating efforts for civil site development projects.
- Review project plans, specifications, geotechnical reports, addenda, and bid documents.
- Prepare accurate and competitive estimates for earthwork, grading, underground utilities, stormwater systems, concrete infrastructure, and site preparation scopes.
- Develop quantity takeoffs, cost estimates, production assumptions, and bid strategies.
- Coordinate pricing with subcontractors, vendors, suppliers, and internal team members.
- Identify scope gaps, constructability concerns, risks, exclusions, and pricing opportunities.
- Prepare bid packages, proposals, clarifications, qualifications, and supporting documentation.
- Maintain strong relationships with general contractors, developers, municipalities, subcontractors, and suppliers.
- Track bid opportunities, deadlines, addenda, follow-ups, and bid results.
- Support handoff meetings between estimating, project management, and field operations.
- Assist ownership with market pricing, backlog planning, and strategic pursuit decisions.
- Improve estimating systems, templates, workflows, and cost databases as the company grows.
- Help train and mentor estimating support staff as needed.
- Minimum of 5 years of experience in estimating and cost analysis for civil site development projects.
- Prior experience in an Estimating Manager, Lead Estimator, Chief Estimator, or Senior Estimator role preferred.
- Strong experience preparing bids, reviewing plans, and analyzing specifications for civil construction projects in Florida.
- Strong understanding of site development, including earthwork, grading, underground utilities, stormwater systems, site preparation, and concrete infrastructure.
- Ability to lead the estimating process from initial review through final bid submission.
- Proficiency with estimating software, takeoff tools, Microsoft Office Suite, and construction-related systems.
- Strong communication, negotiation, and relationship-building skills.
- Ability to coordinate with ownership, project managers, field teams, clients, contractors, subcontractors, and suppliers.
- Strong analytical, problem-solving, and decision-making abilities.
- Ability to identify project risks, scope gaps, constructability issues, and pricing opportunities.
- Knowledge of local, state, and federal regulations related to civil construction.
- Bachelor’s degree in Construction Management, Civil Engineering, or a related field preferred.
Starting Pay Range: $2,500–$3,000 per week, based on experience.
