LOCATION OF (1) POSITION(S) TO BE FILLED: DEPARTMENT OF REVENUE, HAMILTON COUNTY


This is a NON-law enforcement position within Special Investigations.

This position requires going from business to business to conduct inspections.

The successful applicant must pass a criminal background check.

Qualifications

Education and Experience: Graduation from an accredited college or university with a bachelor's degree and qualifying experience equivalent to one year of full-time work in one or a combination of the following: 1) professional or paraprofessional level investigative experience dealing with tax compliance, 2) professional experience involving financial accounting or auditing, 3) criminal investigations, or 4) experience dealing with the inspection of establishments which deal with alcohol, tobacco, gas or similar products.

Substitution of Education for Experience: Experience in one or a combination of the following areas may be substituted for the required education on a year-for-year basis to a maximum of four years: 1) professional or paraprofessional level investigative experience dealing with tax compliance, 2) professional experience involving financial accounting or auditing, 3) criminal investigations, or 4) experience dealing with the inspection of establishments which deal with alcohol, tobacco, gas or similar products.

Substitution of Experience for Education: Additional graduate course work in one or a combination of the following may be substituted for the required experience on a year-for- year basis, to a maximum of one year: (1) accounting; (2) business administration; (3) criminal justice; (4) criminology, or (5) finance (e.g., 36 graduate quarter hours in accounting may substitute for one year of required experience).

OR

One year of experience as a Tax Compliance Technician in the Department of Revenue with the State of Tennessee.

Necessary Special Qualifications: Applicants for this class must: Agree to release all records involving their criminal history to the appointing authority; Have no conviction for a felony or have been discharged under any other than honorable conditions from any branch of the United States armed forces; Possess a valid motor vehicle operator's license at the time of appointment; Have a motor vehicle available for use in performance of job duties in some positions; Upon appointment, may be required to successfully complete training to take dyed fuel samples.

Examination Method: Education and Experience, 100%, for Preferred Service positions.

Overview

Under general supervision, is responsible for conducting inspections and investigations of retailers, wholesalers, distributors, and individuals to ensure compliance and determine unlawful trade practices of tobacco, nicotine vapor products, hemp-derived cannabinoid products, beer, and motor fuel products sold and/or used in Tennessee; and performs related work as required. This class differs from classifications in the Revenue Special Agent Criminal Tax series in that incumbents of the latter are commissioned law enforcement agents that conduct professional audits and criminal investigations on businesses or individuals violating Tennessee revenue laws, rules, and regulations, and are assisted by employees in this class to prepare criminal cases as necessary. This class also differs from classifications in the Revenue Special Agent Anti-Theft series in that incumbents of the latter are commissioned law enforcement agents that perform covert and overt criminal investigations and inspections of suspected cases of stolen vehicle parts trafficking and title and registration violations.

Responsibilities

1. Conducts field inspections of tobacco, nicotine vapor product, and hemp-derived cannabinoid product retailers and wholesale establishments to ensure compliance with various state laws.
2. Conducts field inspections of dyed fuel and beer based on information received from the public to ensure compliance with relevant state laws.
3. Seizes non-compliant product and contraband based on relevant state laws.
4. Inventories, sells, and destroys non-compliant product and contraband based applicable to relevant state laws.
5. Records inspection work and documentation of seizures in the department's TR3 tax system.
6. Explains the procedures followed regarding the handling of records or evidence under oath to a judge, commissioner, or Administrative Hearing Officer in court or at departmental hearings.
7. Educates individuals and business owners regarding tax laws associated with tobacco, nicotine vapor products, hemp-derived cannabinoid products, beer, and motor fuel regulation.

TN Driver Standards

State of Tennessee positions that may involve driving responsibilities require candidates to meet the following minimum driver qualifications:
