What are the responsibilities and job description for the Business Development Manager, Special Education Partnerships position at Results Learning, LLC?
Results Learning is hiring a business development professional to lead new-client growth with special education as the clear primary focus — compensatory services, case management, direct instruction, and related compliance-driven programs — with the latitude to pursue regular-education and Title I opportunities as a secondary, opportunistic effort, not the main mandate.
This is a relationship-first role. We're looking for someone who builds genuine, high-touch relationships with special education directors and district leaders well before an RFP is ever issued, creates real value in those conversations, and earns Results Learning a seat at the table ahead of formal procurement. This is not someone who waits for a bid to drop and pitches into it — it's someone who gets us in the door and starts the relationship. That relationship work has to happen at real volume and real consistency, not as occasional outreach between other tasks.
This person will also be the catalyst for how Results Learning builds business development going forward — establishing the cadence, tools, and playbook that a future team will be built around.
Key Responsibilities
-
Relationship-first special ed prospecting — identify and build sustained relationships with special education directors, compliance officers, and district leadership; this is the primary hunting ground for the role.
-
High-volume, consistent touches — maintain an active, disciplined outreach cadence (calls, emails, in-person visits, conference touchpoints). Volume of authentic touches is a deliberate strategy here, not a fallback for when relationship-building stalls.
-
Pre-RFP positioning — get in front of decision-makers and build credibility before a formal RFP is issued, using needs discovery and value-based conversations to position Results Learning ahead of competitive bids.
-
Secondary regular-ed / Title I hunting — pursue regular-education and Title I tutoring opportunities opportunistically, without displacing the special ed focus.
-
Proposal support — partner with the internal team on proposal development, program design input, and pricing strategy when RFPs do arise out of relationships already built.
-
Conference and industry presence — represent Results Learning at key special education and district-leadership conferences, including major fall industry events, to build visibility and relationships at scale.
-
CRM and pipeline discipline — track relationship stages and touches rigorously enough to support forecasting and eventual hand-off as the team grows.
-
Team-building catalyst — help define and document what a relationship-first, special-ed-savvy sales approach looks like at Results Learning, laying groundwork for the hires who follow.
Qualifications
Required
-
Demonstrated success selling into special education departments or districts, OR direct professional background working in special education (administration, compliance, or related services) with a transition into business development.
-
A track record of consultative, relationship-based selling — building trust and creating value ahead of a competitive process, not just responding to one.
-
Comfortable and disciplined with high-volume outbound activity as a core habit, not just occasional effort.
-
Strong understanding of, or ability to quickly learn, the special education compliance and funding landscape (IDEA, Title I, compensatory services, and related federal/state funding streams).
Preferred
-
An existing network of special education directors, district administrators, or related decision-makers.
-
Experience navigating public-sector procurement (RFPs, MWBE requirements, multi-year contracts).
-
Prior experience building a business development function inside a small, lean organization rather than executing inside an already-established one.
What Success Looks Like
-
A consistently active pipeline of special-ed relationships in progress — not just RFP responses in flight.
-
Meetings and positioning conversations secured before RFPs are issued, not after.
-
New-client bookings that reflect real relationship equity, not one-off wins.
-
Over time, a documented cadence, messaging approach, and toolkit that becomes the foundation for a broader business development team.
Resources This Role Starts With
This isn't a cold start — the role inherits infrastructure already built:
-
An AI-assisted cold email/prospecting system and a Prospect Intelligence Generator that auto-builds prospect briefings.
-
A proven six-touch outreach campaign concept targeting special education directors under Corrective Action Plans.
-
A value-added services guide tiered by contract size, built specifically for sales conversations.
-
An existing pipeline and relationship base in Prince George's County, MD and other in-market districts to build from.
Compensation
Salary: $95,000 base salary plus 6% uncapped commission
Compensation package:
-
Medical/Dental/Vision
-
PTO/Floating Holidays
-
401(k)
Location
This is a remote role, with regular travel for district visits and industry conferences.
