Organization Description
The Resource Conservation District of Tehama County (RCDTC) is a California Special District that provides conservation assistance, education, on-the-ground project work and technical assistance to land owners and residents of Tehama County, California. The District is non-regulatory and works with willing landowners and stakeholders to manage, conserve, improve and enjoy the natural resources of Tehama County. It is funded entirely by grants and contracts.
POSITION TITLE: HUMAN RESOURCES ANALYST I or II
Overview
The RCDTC is expanding our administrative team to include an in-house HR Analyst! With our recent growth and expansion of our staff to ~30 employees, our HR needs have grown as well. The successful candidate will join our dynamic team, and play a vital role in shaping and supporting our organization’s 'people' strategies. This position offers an exciting opportunity to contribute to workforce management, employee relations, talent acquisition, and HR operations. You will be instrumental in ensuring compliance with employment laws, streamlining HR processes, and fostering a positive workplace culture.
Logistics
Work level estimated to be 40 hours per week. A shorter work week of around 30 hours per week could potentially be considered. Position is scheduled to start ASAP and continue indefinitely, subject to District needs and the continued availability and requirements of funding. Most work hours will be on weekdays, and days/times are expected to be 8-5 daily M-F with some discretion and flexibility. Occasional weekends, early mornings or evenings may be required. Local travel is occasionally required within Tehama County. Rarely, travel outside the area may be required, usually for training or meeting attendance. Travel will be in a RCDTC vehicle. If occasional use of a personal vehicle is required, mileage will be reimbursed at current IRS approved mileage rates.
Position Description
The Human Resources Analyst I/II reports to the District Manager and Administrative Manager and is responsible for maintaining and strengthening the District’s personnel systems, regulatory compliance framework, employee relations program, risk management posture, and workforce development efforts in compliance with all applicable federal and California employment laws.
This classification series is flexibly staffed and may be filled at either level depending on qualifications, demonstrated competency, and District needs.
The Analyst I functions at a Coordinator level, focusing on compliance tracking, documentation, records management, and administrative HR support.
The Analyst II functions as the District’s HR Lead and is designated as a Management position. The Analyst II operates with greater autonomy and professional responsibility in investigations, policy drafting, employee relations, discipline coordination, regulatory interpretation, audit response, and advisory matters. Final personnel and policy decisions remain with District/Board leadership.
Supervision
Receives direction from the District Manager and Administrative Manager.
The Human Resources Analyst II is classified as Management and may be designated as a confidential employee consistent with applicable public-sector labor law.
This position does not directly supervise full-time staff unless otherwise assigned.
Human Resources Analyst I – Coordinator Level
The Human Resources Analyst I serves as the District liaison for human resources functions. The Analyst I maintains personnel records including paper files and a dedicated digital HR module, ensuring accuracy, confidentiality, and legal compliance.
The Analyst I serves as primary point of contact for insurance and benefits coordination, working alongside accounting staff to maintain accurate benefits records and documentation consistent with applicable federal and California regulations.
The Analyst I files and maintains Workers’ Compensation claims and provides relevant updates to the Administrative Manager.
The Analyst I conducts staff trainings and maintains employee certifications, licenses, and required compliance trainings within the HR module.
The Analyst I ensures required Board governance and compliance trainings are tracked and documented.
The Analyst I assists with drafting revisions to personnel policies and Employee Handbook updates but does not independently determine discipline or establish District-wide policy.
Human Resources Analyst II – Management Classification
The Human Resources Analyst II demonstrates advanced competency and operates with a deep understanding of applicable federal and California employment and labor laws, including but not limited to FEHA, ADA, FMLA, CFRA, the California Labor Code, FLSA, Cal/OSHA regulations, Workers’ Compensation law, Public Employment Relations Board (PERB) standards where applicable, and related administrative regulations.
As a Management classification, the Analyst II exercises independent judgment in advising leadership on personnel configuration, discipline, risk mitigation, compliance strategy, and workforce planning.
The Analyst II drafts and recommends updates to the RCDTC Employee Handbook and personnel policies pursuant to updated labor law standards, subject to approval by District leadership and, where applicable, the Board of Directors.
Competency utilizing the Skelly process, administering progressive discipline, conducting investigations, and ensuring public-sector due process compliance are required for the Analyst II classification.
Duties
1. Personnel Records & Compliance Administration
· Maintain complete and audit-ready personnel files in compliance with federal and California law (Analyst I).
· Ensure proper separation and confidentiality of medical and sensitive records consistent with ADA and privacy standards (Analyst I).
· Conduct periodic internal audits of personnel documentation and compliance practices (Analyst II).
2. Employment Law Compliance & Risk Management
· Monitor changes in federal and California employment and labor laws and ensure internal practices reflect updated requirements (Analyst I).
· Coordinate compliance with ADA/FEHA interactive process obligations (Analyst II).
· Ensure compliance with FMLA/CFRA leave administration requirements (Analyst II).
· Advise management on wage and hour compliance under FLSA and California Labor Code (Analyst II).
· Oversee and assist with Cal/OSHA compliance (Analyst I).
· Prepare documentation in response to audits, regulatory reviews, or grant compliance inquiries (Analyst II).
3. Recruitment & Workforce Administration
· Coordinate recruitment logistics, onboarding documentation, and evaluation tracking (Analyst I).
· Advise management regarding classification structure, exempt vs. non-exempt determinations, and workforce configuration (Analyst II).
4. Employee Relations & Due Process
· Assist with performance documentation and maintain disciplinary logs (Analyst I).
· Conduct workplace investigations and prepare written findings (Analyst II).
· Prepare Skelly documentation and ensure due process compliance (Analyst II).
5. Payroll & Benefits Compliance Support
· Review timekeeping records for meal/rest and overtime compliance (Analyst I).
· Serve as primary liaison for insurance and benefits coordination (Analyst I).
· Audit payroll compliance practices and advise management regarding classification impacts affecting overtime eligibility (Analyst II).
6. Board & Organizational Compliance
· Ensure Board of Directors complete their required governance and compliance trainings and maintain documentation of completion (Analyst I).
· Prepare personnel-related summaries and compliance reports for review (Analyst II).
Coverage Provision
In the absence of a Human Resources Analyst I, the Human Resources Analyst II shall perform the full scope of Analyst I duties in addition to Analyst II responsibilities.
Other Duties
The Human Resources Analyst I/II may be assigned additional duties by the District Manager or Administrative Manager necessary to ensure operational sustainability, consistent within the professional scope of this classification.
Qualifications
- Demonstrated and significant education, ability and/or experience in performing the above duties is required.
- Applicable education and/or level of experience in lieu of formal education. A degree is not required, but preference is given to Associate or Bachelor’s degree
- Experience working within a California public agency strongly desirable.
- Excellent verbal and written communication skills required.
- Demonstrated proficiency in Microsoft Excel and Word, HR Software platforms, email, internet research, and digital file and folder organization required.
- Experience handling confidential information with integrity.
- Experience managing multiple priorities efficiently.
- Demonstrated ability to navigate and diffuse conflict while maintaining a calm and professional demeanor.
- Ability to sit in an office setting for a normal workday period. Ability to bend, stoop, reach above head, and/or kneel to access office areas. Ability to lift up to 10 pounds.
- Valid driver’s license (Class C), ability to be insured under RCDTC’s automobile insurance policy, and ability to pass a drug screening test and background screening.

Human Resources Analyst I * Associate’s Degree or equivalent experience. Two (2) years of administrative HR-focused experience. Working knowledge of federal and California employment laws including ADA, FEHA, FMLA, CFRA, and Labor Code requirements.
Human Resources Analyst II * Bachelor’s Degree or equivalent experience. * Four (4) years of progressively responsible HR experience. Demonstrated knowledge of federal and California employment law compliance frameworks. Competency utilizing the Skelly process and administering progressive discipline.
Salary
Human Resources Analyst I: $27.71 – $41.39 per hour
Human Resources Analyst II: $33.94 – $48.42 per hour
