POSITION ANNOUNCEMENT
Research Scientist II
Salary Grade 22: From $79,116 to $95,435 (NYC)
The Research Foundation for Mental Hygiene, Inc. is seeking a qualified candidate to fill one full-time position of Research Scientist II (Albany or NYC) in the New York State Office of Addiction Services and Supports (OASAS), Division of Planning, Research, Information Management and Evaluation (PRIME), and in collaboration with New York University (NYU) on a study which will develop and test the effects of a data-informed intervention to increase take home dosing (THD) best practices in programs that dispense methadone for treatment of opioid use disorders.
Responsibilities:
- Work as part of a project team consisting of a Principal Investigator, New York University and subject matter experts within the OASAS Division of Planning, Research, Information Management, and Evaluation (PRIME).
- Responsible for extracting and creating analytical data sets from New York Medicaid and OASAS administrative databases.
- Responsible for tasks required by the research study including database management, programming, statistical analysis, and creating performance feedback systems.
- Assist in the regular convening of a Stakeholder Oversight Committee-comprised of representative members from health insurers, treatment providers, and affected individual and families-to provide guidance and support to the study.
- Present project information and finding to internal and external stakeholders.
Minimum Qualifications:
- A Bachelor's degree from an accredited college or university in a relevant social science and three years' research, evaluation, or data management experience; OR
- A master's degree or J.D. from an accredited college or university in a relevant social science and a minimum of two years of research, evaluation, or data management experience; OR
- A Ph.D. from an accredited college or university in a relevant social science and one year of research, evaluation, or data management experience.
Preferred Qualifications
- Experience in the use of SAS and/or SQL evidenced by having had at least 2 years of full-time work using SAS and/or SQL.
- Expertise in organizing, managing, and analyzing quantitative data using descriptive statistics evidenced by having had at least 2 years of full-time work.
- An advanced degree in public health, biostatistics, public administration, public policy, management, political science, government, law, or a closely related field. ·
- Technical data management and analysis expertise using public health and administrative health service data.
- Proficiency in R, PYTHON, SAS and/or SQL strongly preferred.
- Strong research skills and ability to proactively gather and analyze information from disparate sources.
- Excellent project management and organizational skills.
- Ability to summarize complex concepts quickly, clearly, and concisely for audiences at all levels.
- Familiarity with State government operations or working in a state or local government environment a plus.
