The Research Foundation for Mental Hygiene, Inc. is seeking four (4) highly skilled and motivated individuals for full-time Mental Health Program Specialist II at the Office of Mental Health (OMH) in the Division of Integrated Community Services for Children and Families, Bureau of Intensive Community Services. The Division directs, supports, and oversees all community based mental health services funded, designated and/or licensed by OMH that serve children and their families, to ensure they are providing quality, strengths-based, trauma-informed, family-driven, youth-guided, and culturally and linguistically informed care. These positions are located at the NYS Office of Mental Health in Albany, NY.

The Mental Health Program Specialist II will support and monitor the continued statewide implementation, infrastructure development and sustainability of High Fidelity Wraparound (HFW), an evidence-based practice model for intensive care coordination. The incumbent in this position will focus on building and supporting a statewide network of trainers and coaches to provide training, technical assistance and guidance to designated providers. Specialists will also serve as liaisons with vendors, consultants to OMH and provider agencies, and monitors to ensure quality and fidelity to the model. Additionally, the Specialists will work closely with OMH and other state and local agencies to promote consistent implementation, ensure alignment with state and federal expectations, and to build local leadership capacity to sustain the model over time.

The duties and responsibilities include, but are not limited to the following:

  • Support the development and maintenance of a statewide network of trainers and coaches to build designated provider capacity in adopting, implementing, and sustaining the HFW model.
  • Collaborate with any vendors or contractors and serve as liaisons between OMH, provider organizations, and training/technical assistance partners.
  • Provide consultation and oversight to ensure adherence to the evidence-based model standards.
  • Monitor and assess fidelity to the HFW model through structured reviews, data analysis, observations, and assessments.
  • Identify systemic implementation challenges and collaborate with trainers, coaches, and providers to develop and implement quality improvement plans.
  • Develop and disseminate tools, resources, and guidance materials to support fidelity monitoring and practice improvement statewide.
  • Collect, analyze, and report fidelity and outcome data on a regular basis to OMH leadership, providers, and other stakeholders.
  • Use fidelity and outcome data to inform continuous quality improvement (CQI) processes and ensure alignment with local, state, and federal expectations and standards.
  • Collaborate with OMH divisions, other State agencies, and provider organizations to coordinate cross-systems efforts and address issues related to program implementation, sustainability and/or other identified issues.
  • Coordinate and manage other specific special projects as assigned.

Minimum Qualifications

  • A bachelor's degree in a relevant field AND 3 years of professional experience working within a child-serving system or program (e.g., mental health, child welfare, juvenile justice, developmental disabilities, or related field), which may include program development, administration, policy, or service delivery; a master's degree in a relevant field can substitute for one year of specialized experience.
  • 2 years demonstrated experience providing training, coaching, or technical assistance to build staff skills and support practice change, including developing tools to measure effectiveness and monitoring outcomes.

Preferred Qualifications

  • 1 or more years of experience delivering presentations and facilitating public speaking engagements with the ability to adapt content to meet different needs and contexts.
  • 1 or more years of experience collecting, analyzing and reporting data to support program or organizational decision making.
  • 1 or more years of experience in project management, including planning, implementing and monitoring initiatives; coordinating multiple stakeholders; and ensuring deliverables are completed on time and meet expectations.
  • Understanding of the NYS Health Homes Serving Children (HHSC) program.
