FIELD BIOLOGIST I – ID#

(2) Regular, Full-Time, RCUH Non-Civil Service position with the Pacific Cooperative Studies Unit (PCSU), performing project tasks on land controlled by the U.S. Navy, located at the Pacific Missile Range Facility (PMRF), in Kekaha, Kauai. Continuation of employment is dependent upon program/operational needs, satisfactory work performance, availability of funds, and compliance with applicable Federal/State laws.

MONTHLY SALARY: $4,071/Mon.

DUTIES: A primary goal is to ensure successful execution of the cooperative agreement under the direction of the Pacific Cooperative Studies Unit/Pacific Missile Range Facility Integrated Natural Resources Management Plan (PCSU/PMRF INRMP) Coordinator and Principal Investigator (PI) to the fullest extent possible in a manner consistent with Federal, State, and Navy environmental quality policies. Work must be done in accordance with applicable Navy, Federal, and State regulations and laws, especially regarding endangered species, safety and health. Performs office and field work in support of the implementation of the mandated INRMP for the PMRF Natural Resources (NR) Program. Duties include monitoring (includes driving surveys around built-up areas and human-made water ways, but also walking within Nohili Dunes and along the beach) and conducting targeted surveys of protected species on base; seasonal nighttime artificial light surveys and pre-dawn searches (including on weekends) during fledging season; driving Laysan albatross to approved release sites during the nesting season; conducts invasive plant removal, native plant propagation and outplanting; conducts predator control activities including barn owls, feral cats, rats, mice, and feral pigs control, trapping, and airgun usage; and supporting future revegetation efforts. Responds to reports of injured wildlife received on the wildlife hotline phone, including outside of core working hours. Maintains NR database and ensure that all data collected is incorporated in a timely manner. Produces reports, spreadsheets, tables, and graphs with collected data to support the NR Program. Serves as a biological monitor for compliance at sites. Functions as a subject matter expert for the NR program to assist with environmental project reviews and general questions about the NR program. Performs basic maintenance on tools and vehicles. Orders supplies and materials for field projects. Plans and leads educational events to improve awareness of the natural resources and conservation program at PMRF. Maintains flexible hours throughout the week to appropriately support the NR program; weekend hours may be required as part of the regular schedule. This is a progression series job in which the employee will be expected to perform with increasing independence on progressively responsible duties. Quantity and quality of work is expected to increase as levels increase. Progression from one (1) level to the next is not dependent on time-in-grade, rather upon employee's demonstrated abilities, competence, and operational needs. Through experience, demonstrated competence, and operational needs, may be hired at the appropriate level.

PRIMARY QUALIFICATIONS:

EDUCATION

Associate's Degree from an accredited community college in Biological Sciences, Natural Resource Management, Environmental Science, Wildlife Biology, or a related field.

EXPERIENCE

One to three (1-3) years of experience in or related to managing natural resources or wildlife. Experience must include conducting wildlife and vegetation surveys. Experience needs to be documented well and acquired under the employment of an academic institution, governmental agency, private company, or non-profit organization in the appropriate field.

KNOWLEDGE

Basic knowledge of the natural history of the native Hawaiian wildlife. Basic familiarity with native Hawaiian ecosystems, and native Hawaiian plants and wildlife. Familiarity with techniques used to inventory and monitor wildlife and other natural resource assets.

ABILITIES & SKILLS

Ability to work well in a team setting, as well as work independently on tasks. Must be able to maintain a positive professional attitude in support of a productive work environment. Must have good oral and written communication skills. Ability to take good field notes, and record biological data with a global positioning system (GPS). Ability to collect, organize, and manage a variety of field data. Ability to analyze data and present findings and recommendations in written report format. Ability to use word-processing, database, and spreadsheet programs. Must possess a valid driver's license (and if use of personal vehicle on the job is required,must also have valid personal driver's insurance equivalent to Hawai'i's No- Fault Driver's Insurance) and maintain throughout the duration of employment. Must be able to pass a post offer criminal background check for employment as a Navy Contractor. Must possess the American Red Cross Certification in First Aid/CPR (or be able to obtain the certificate following the training provided within three (3) months from date of hire) and maintain throughout duration of employment. Must complete the online Hazard Communication training immediately after hire or no later than employee's initial exposure to hazardous chemicals. Must pass twelve (12) month probationary period and receive minimum satisfactory performance evaluation prior to approval of air guns usage. Must obtain and maintain National Rifle Association or National Park Service firearms training (or other comparable training) and State of Hawai'i/DLNR Hunter Education Program firearms certification and maintain throughout duration of employment. As a condition of employment, all certifications must be obtained and maintained as specified by the certifying agency or as required by State and Federal laws. Failure to pass the air gun qualification requirements may be grounds for disqualification of part or all of the job duties.

PHYSICAL/MEDICAL DEMANDS

Ability to conduct work under strenuous outdoor conditions (e.g., extreme weather, thick brush, steep terrain) on a secured military base. Ability to stand for several hours in the hot sun during biological monitoring.

SECONDARY QUALIFICATIONS:

Experience in programs managing protected species and ecosystems in Hawai'i or experience with Department of Defense natural resources programs and the policy and organizational contexts within which they are managed. Knowledge of the life history of protected species found at PMRF or similar waterfowl or seabirds, experience in identification of native and invasive plants in Hawai'i, or experience utilizing predator control methods including dispatching methods. Familiarity with data analysis and using critical thinking skills in reviewing reports.
