Responsibilities include but are not limited to:
- Oversee the development of cost estimates and models to support completing Price/Cost Analysis Reports.
- Perform analysis of subcontracts and pricing strategy models in support of Price/Cost Analysis Reports.
- Coordinates with contributors from cross-functional organizations to ensure quality proposals are submitted within customer deadlines.
- Coordinates with Leadership or other functional support to enable the completion and integration of technical evaluations into the cost analysis when appropriate.
- Reviews Price/Cost Analysis Reports (PCAR) and management presentations illustrating summary review of the evaluations.
- Evaluate Supplier proposals for compliance to Federal Acquisition Regulation (FAR) Part 15 Table 15-2 requirements.
- Review proposal volumes prior to Customer submittal to ensure compliance with company policies and procedures.
- Ensure final proposal products meet the quality expectations of the Company leadership.
- Perform analysis and summarizes evaluation findings; make recommendations to Leadership.
- Stays current on regulations (e.g., FAR, DFARS, etc.), price trends and manufacturing processes.
- Participates in fact-finding sessions via telecom or at supplier’s site.
- Requests and obtains DCAA Assist Audits where applicable.
- Supports Defense Contract Audit Agency (DCAA) Proposal and Estimating System Audits and Defense Contract Management Agency (DCMA) Purchasing System Audits as required.
- Supervise, train, mentor and coach cost and pricing analysts. Motivate and lead team to support mission, act with integrity, work collaboratively, meet commitments, and achieve objectives.
- Bachelor’s degree with at least 8 years of experience, or a master’s degree with at least 6 years of experience in any of the following: Business Management, Pricing & Estimating, Cost Estimating.
- 3 years working with government (DCAA/DCMA), subcontractor and Program Management on defense programs.
- 3 years People Management experience and ability to build and develop a high-performance team who acts with integrity, works collaboratively, and meets commitments.
- 3 years Project Management experience with ability to collaborate, influence and guide.
- Expert level working experience with Microsoft Office (Specifically Excel and Word); including advanced experience with creating models and applying formulas in Excel.
- Ability to understand, perform and apply appropriate cost accounting, pricing, and estimating methods, concepts, and principles.
- Experience with ProPricer software
- Experience building, reviewing and submitting Pricing/Cost volumes
- Experience with rate buildup and application techniques
- Travel: ~10%, possibly infrequent international travel.
- Work Environment: Office work environment, with occasional visits to manufacturing sites or supplier sites.
