The HR Generalist - Benefits is a manager in-training position responsible for implementing and managing thoughtful benefits programs. This role is designed as an in-training opportunity with a clear pathway to the Benefits Manager position. Successful performance in the role including demonstrated attention to detail in benefits compliance and reporting, competency in benefits administration, and alignment with RTC's mission and values will position the incumbent for strong consideration for advancement. Advancement is contingent upon performance, organizational need, and the successful completion of training and development goals.
This is a full-time and exempt position reporting to the HR Benefits Manager. The salary for this position is $78,000 - $83,000 annually, and the priority consideration date is October 19, 2025. This position will remain open until filled.

Key Responsibilities / Essential Functions Include
- Apply human resources rules, policies, procedures, and relevant collective bargaining agreements to resolve both routine and complex issues across a variety of human resources functional areas, primarily within benefits administration.
- Partner with the Benefits & Wellness Manager to coordinate and administer employee benefit programs, including resolving complex benefit issues throughout all stages of employment.
- Manage all aspects of part-time faculty benefits, including eligibility determination, quarter-off coverage, summer pre-deduction, and stipend payments.
- Process benefit and retirement transactions by entering data for new enrollments, changes, transfers and terminations in systems such as PeopleSoft, Benefits 24/7, DRS, and TIAA.
- Coordinate with payroll to ensure accurate benefit deductions and adjustments. Reconcile monthly benefit and retirement statements and process retro adjustments as needed.
- Present benefit information during new employee orientations and Open Enrollment. Support employees and retirees through benefit transitions and conduct one-on-one meetings as needed to ensure understanding of benefit and retirement programs.
- Assist in organizing and facilitating on-campus benefits-related events, including Open Enrollment, benefits fairs, wellness initiatives, and retirement planning sessions.
- Compile and process reports related to employee benefits, including fulfilling State Board and public records requests. Ensure compliance with agencies such as DRS, PEBB, HCA, ACA, SBCTC, and VEBA.
- Enroll eligible employees in benefit and retirement programs. Maintain and reconcile employee benefits and premium records.
- Develop, implement, and coordinate specialized programs such as VEBA, COBRA, Life Insurance, Long-Term Disability, Retirement Plans, EAP, Mechanics Bank services, and Social Security benefits.
- Administer workers' compensation claims, coordinating with the Department of Labor and Industries (L&I) and health care providers. Perform job analyses, workplace safety reviews, and develop return-to-work assignments.
- Provide training to staff on benefit-related topics, including health and welfare plans, retirement options, financial planning, tax-sheltered annuities, deferred compensation, and supplemental retirement programs.
- Become proficient in creating employee records, including budget entries within ctcLink to support operations and improve the functionality of benefits operations.
- Communicate professionally and effectively, both orally and in writing, with college employees, departments, and outside agencies.
- Maintain regular attendance and punctuality.
- Perform other related duties and projects as assigned.
Required Knowledge, Skills and Abilities
- Experience with individuals from diverse backgrounds, including sexual orientation, race, ethnicity, religion, language, gender, age, socio-economic status, physical and learning abilities, and a demonstrated commitment to an inclusive and equitable working and learning environment.
- Three years of Human Resources experience and an associate degree in business administration, human resources, or a related field. A combination of relevant education and/or experience may be substituted for the educational requirement on a year-for-year basis. Professional certification from a recognized human resources or personnel association is preferred.
- Experience and enthusiasm regarding employee benefits is essential.
- Ability to maintain confidentiality, think critically, and exercise independent judgment.
- Proficiency in Microsoft Office, with specific experience creating and editing documents, spreadsheets, or presentations.
- Previous experience using an HRIS is required; experience with PeopleSoft is preferred.
- Demonstrate knowledge of and ability to interpret federal and state personnel laws, rules, and regulations.
- Excellent leadership and interpersonal skills, with the ability to work effectively as part of a team and to develop and maintain effective working relationships with internal and external stakeholders.
- Exceptional attention to detail and experience maintaining accurate records, as well as the ability to prioritize and meet changing priorities and deadlines.
- Ability to work effectively with individuals whose first language is not English.
- Demonstrated ability to promote universal design and accessibility. Proficiency in (or ability to learn within 6 month of hire) the production of accessible content, whether print or electronic.
- Ability to represent the college in a positive and professional manner, while using tact, discretion and courtesy.
- Ability to speak a regionally top spoken language other than English is preferred (Spanish, Vietnamese, Russian, Somali, and Chinese).
WORKING CONDITIONS:
Working hours are generally aligned to business hours, Monday – Friday. Occasional evening and weekend work is required. Work is mostly sedentary in nature, performed in an office environment. Frequent use of a computer and exposure to terminal screens is required. Work and meetings may take place across campus. May drive/travel to trainings, conferences, and/or college events. This is mostly an in-person/on-campus position; remote work may occur as business permits.
