Position Title: Environmental Health and Safety Manager

Status: Salary - exempt

Location: Port Neches, TX

Reports to: Plant Manager

Position Summary:

The HSE Manager is responsible for leading safety, health and environmental programs at RBF-Port Neches to ensure the highest level of performance in all areas of HSE.

Essential Job Functions:

  • Responsible for the preparation and alignment of all RBF HSE plans, objectives and systems with Company requirements.
  • Lead the development and implementation of HSE programs designed to achieve impeccable performance in all areas.
  • Work with Plant Management Team to proactively identify, prioritize and implement safety behaviors and initiatives.
  • Develop, mentor, and guide plant safety teams.
  • Chair and facilitate all HSE meetings.
  • Develop, manage and implement all HSE documentation - Risk Register, HSE Plan and Delivery Schedule, Emergency Response Plan, HAZOP/HAZMAT plans.
  • Develop and implement HSE audit schedule and lead internal and external audits.
  • Undertake worksite inspections at worksites and provide feedback on observations.
  • Provide expertise on OSHA, workers compensation claim management, accident investigation and reporting, accident root cause analysis, and other compliance initiatives to ensure the facility meets all corporate and regulatory requirements.
  • Oversee medical case management for injured employees, as necessary.
  • Lead facility safety training, managing safety on-boarding and maintaining required records.
  • Supervise, co-ordinate, monitor, and report on regular safety audits, develop remediation solutions for audit issues and present remediation recommendations to the plant leadership team.
  • Partner with corporate to share learnings and implement RBF safety programs, best practices, policies and procedures.
  • Ensure all RBF vendors are properly authorized in all areas of HSE prior to performing work on facility premises.
  • Direct RBF wellness activities.
  • Perform other duties as necessary

  • Ability to provide solutions quickly and accurately even in stressful situations.
  • Able to communicate with internal company personnel and external vendors effectively.
  • Able to make routine decisions within a predetermined span of authority.
  • Able to exercise independent judgment prior to consultation with supervisor.
  • Must have a hands‐on approach and strong work ethic.

Education and Experience:

  • BS degree in technical, scientific or safety related field required - MS in Occupational Safety preferred
  • Certified Process Safety Professional Certification strongly preferred
  • Experience with PSM facilities
  • Demonstrated knowledge of all HSE Federal, State and Local Safety Laws/Policies
  • Minimum of 5 years leading effective comprehensive safety, health and environmental programs in a chemical production facility
  • Experience in a petrochemical plant required, biodiesel knowledge preferred
  • An established track record of driving facility wide safety improvement

Working Conditions:

  • Exposure to heights, noise, extreme weather conditions, and areas where hazardous chemicals are present.
  • Must be able to work all shifts / schedules as needed.
  • Must be able to lift up to 50 pounds, climb stairs and ladders, kneel, stoop, sit, walk extensively, and meet minimum hearing requirements.

Job Type: Full-time

Pay: $1.00 - $2.00 per hour

Expected hours: 40 – 50 per week

Schedule:

  • 8 hour shift

Experience:

  • CSP: 5 years (Preferred)

License/Certification:

  • Certified Safety Professional (Required)
