The Rend Lake Conservancy District is now accepting applications for a Project Manager for Infrastructure & Capital Projects.


General Statement of Work:

As a Project Manager your main role will be leading complex construction and civil projects, overseeing various aspects of projects from conceptualization to completion. This position demands a blend of technical proficiency, leadership, and project management skills to ensure that capital and infrastructure projects are delivered on time, within budget, and to District standards.


Duties:

  • Develop and review designs, plans, specifications, permitting, and final construction documents for vertical construction, water distribution systems, pumping stations, sewer collection systems, lift stations, storm water systems, and water / wastewater treatment plants.
  • Manage a wide range of capital projects at District properties to include water treatment plant, sewer treatment plant, water infrastructure assets, golf course, lodging, and other projects that may be located within the District’s service area which covers Franklin, Jefferson, Williamson, Perry, and Hamilton Counties.
  • Manage outside consulting engineers and technical staff to help complete preliminary plans, opinions of probable construction cost, and all other necessary reports and estimates. Develop project plans and schedules.
  • Negotiate contracts and manage vendor relationships.
  • Ensure compliance with all applicable Local, State, and Federal regulations concerning water quality, water treatment, public health, environmental protection, and building codes.
  • Assist with grant management and compliance.
  • Organize, prioritize, and perform work assignments with minimal supervision; clearly document all project phases and client communication; provide construction oversight and administration, as needed.
  • Collaborate with water and sewer, and facilities staff to identify and prioritize maintenance and replacement projects.
  • Visit project sites and perform inspections to ensure all work is performed to District standards.
  • Monitor all work to ensure compliance with OSHA and relevant safety standards.


Desirable Education and Experience:

Minimum Job Requirements:

  • 5 years of demonstrated experience in any combination of construction projects to include civil, water/wastewater, and building construction. Must have strong civil experience.
  • Possess a valid driver’s license.
  • College degree in related field is a plus.
  • Licensing, such as Professional Engineer, is a plus.

Skills and Abilities Required:

  • This position provides ample time outdoors and on project sites that encompass a large geographic area. Candidate must be a self-starter who is adept working with autonomy while also remaining compliant with District expectations and policies.
  • Strong verbal and written communication skills with persons at all levels internal and external to the District.
  • Excellent time management skills, organizational skills, the ability to manage multiple complex projects and tasks concurrently, and a commitment to meeting deadlines and keeping projects within budget is required.
  • Understanding of, and experience in, applying regulatory agency laws, ordinances, and regulations for Municipal, County, State, and Federal agency permitting submittals.
  • Knowledge of field, machinery, equipment and plant inspection methods and procedures
  • Understand contracts and pay application procedures
  • Ability to operate and supervise the operation of common water equipment
  • Ability to order parts and supplies
  • Ability to manage and enforce District safety policies


Working Conditions and Physical Effort:

  • Work involves moderate exposure to unusual elements, such as dirt, dust, fumes, smoke, unpleasant odors, extreme weather conditions, and loud noises.
  • Moderate physical activity. May require some heavy physical work; lifting, pushing, or pulling required of objects in excess of 50 pounds.
  • Must be physically and mentally able to thoroughly complete the required tasks in a timely and competent manner.
  • Work environment involves some exposure to hazards or physical risks, which require following basic safety precautions.

Compensation

  • $100,000 – $120,000 per year, based on experience, skills, and qualifications.
