Role Overview

The Senior Manager, Human Resources is a senior leadership role responsible for the strategic direction, regulatory compliance, and operational effectiveness of all human resources functions at Reliance Family Care Services (RFCS). This role ensures full compliance with Pennsylvania Department of Human Services (DHS), Office of Developmental Programs (ODP 55 Pa. Code - chapters 6100/6400/6500), OLTL, and applicable federal and state employment laws, while building a structured, standardized, and scalable HR infrastructure that supports workforce stability, retention, and high-quality services. This role serves as the lead HR Business Partner to the organization—balancing strategic partnership and hands-on execution—while overseeing HR Managers across key functional areas.


The Senior Manager serves as a strategic advisor to leadership, a steward of organizational culture, and a key driver of workforce planning, compliance, and operational readiness across RFCS’s programs.


Reporting Structure

Reports to: Chief Operating Officer (COO)

Direct Reports:

  • HR Manager – Compliance & Credentialing
  • HR Manager – Recruitment & Talent Acquisition
  • HR Manager – Employee Relations & Benefits
  • Training Manager


Responsibilities

Strategic HR Leadership & Business Partnership

  • Lead and oversee all HR functions while serving as the primary HR Business Partner to leadership
  • Directly manage HR Managers and ensure alignment with business and operational goals
  • Advise leadership on workforce strategy, organizational structure, and people-related risk
  • Establish clear workflows, accountability, and execution standards across the HR team


ODP, DHS & Regulatory Compliance

  • Ensure full HR compliance with ODP, DHS, OLTL, and all applicable laws
  • Oversee audit readiness, credentialing, and HR documentation
  • Lead HR readiness for audits, inspections, and reviews
  • Own corrective action planning following audits or findings


Recruiting, Hiring, Workforce Planning & Retention

  • Oversee recruiting strategy and execution
  • Ensure compliant hiring and on-boarding processes
  • Lead workforce planning to reduce vacancies and turnover
  • Develop retention strategies and engagement initiatives


Compensation, Benefits & Total Rewards

  • Support compensation strategy, pay structures, and benefits oversight
  • Ensure alignment with budget and market competitiveness


Employee Relations & Risk Management

  • Oversee investigations, corrective actions, and terminations
  • Ensure consistency and legal defensibility
  • Manage escalated employee relations issues


Policies, SOPs & Standardization

  • Lead development and enforcement of HR policies and SOPs
  • Drive standardization across HR practices


HR Systems, Metrics & Reporting

  • Oversee HR systems and reporting
  • Track KPIs (turnover, hiring, compliance, etc.)
  • Provide actionable insights to leadership


Company Culture & Values

  • Champion company values and culture
  • Identify and address risks such as burnout or disengagement


Success Metrics (First 12–24 Months)

  • Maintain audit-ready HR files
  • Reduce time-to-hire and vacancies
  • Reduce turnover
  • Implement standardized HR processes
  • Deliver regular HR reporting
  • Improve compliance outcomes


Required Qualifications

  • Bachelor’s degree in Human Resources or related field
  • 7–10 years of HR experience
  • Experience in regulated environments
  • Strong knowledge of employment law
  • Experience leading HR teams


Preferred Qualifications

  • Master’s degree
  • HR certifications (SHRM, PHR, etc.)
  • Experience in ODP/DHS/OLTL
  • Experience building scalable HR systems
