Position Summary:

The Associate Director of Residential Operations is a dynamic leader responsible for ensuring that all residential sites operate in full compliance with 6400 regulations and RFCS’s internal policies. This role oversees the day-to-day performance of Site Supervisors and Field Supervisors, drives quality improvement, and ensures excellence in care delivery, staff management, and individual outcomes. The Associate Director is a strategic partner in shaping culture, ensuring safety, and upholding our core values: accountability, collaboration, and dignity of care.

Key Responsibilities

Leadership & Oversight:

  • Provide direct supervision and support to Site and Field Supervisors.
  • Ensure consistent implementation of RFCS standards and values across all CLA homes.
  • Lead weekly supervisor meetings with structure, clear outcomes, and accountability.
  • Support a culture of proactive problem-solving and continuous improvement.

Regulatory Compliance & Quality Assurance:

  • Ensure compliance with Pennsylvania 6400 regulations.
  • Oversee site audits, internal monitoring, and corrective action plans.
  • Partner with compliance, nursing, and HR teams to address deficiencies.
  • Champion best practices and develop systems to prevent compliance drift.

Staff Management & Development:

  • Support hiring, training, and onboarding of staff.
  • Monitor performance and implement improvement plans as needed.
  • Partner with the Trainer to ensure training compliance.
  • Promote a healthy team dynamic and uphold RFCS’s 'No Assholes' policy

Individual Care & Wellness:

  • Ensure individuals receive appropriate services and support to maintain the utmost health and safety.
  • Respond to serious incidents or behavioral concerns promptly.
  • Advocate for individual dignity and community integration.

Operations & Oversight:

  • Monitor staffing, callouts, overtime, and morale.
  • Ensure homes are clean, supplied, and well-maintained.
  • Oversee individual funds and PEX card usage and weekly reconciliations.
  • Collaborate with HR on disciplinary issues.

Communication & Coordination:

  • Serve as liaison between residential teams and leadership.
  • Maintain communication with internal departments and external stakeholders.
  • Represent RFCS in meetings with Program Specialists and others.

Qualifications:

  • Bachelor’s degree in Human Services, Healthcare, or related field (Master’s preferred).
  • 3–5 years of leadership experience in IDD services or residential operations.
  • Strong knowledge of Pennsylvania 6400 regulations.
  • Proven leadership and accountability skills.
  • Excellent communication skills.
  • High emotional intelligence and conflict management skills.
  • Organized, tech-savvy, and solutions-oriented.

Working Conditions:

  • This position requires regular travel between RFCS residential sites. Must be available to respond to after-hours emergencies as needed. A flexible schedule and weekend availability is expected.
