This position is responsible to create, administer, and maintain the organization’s DOT Driver Qualification (DQ) files in accordance with required regulations. This position will also support the drug and alcohol program. This position also performs support functions for office services and other administration divisions. DUTIES & RESPONSIBILITIES: ESSENTIAL: Design, implement and maintain the organization’s Driver Qualification (DQ) files ensuring compliance with FMCSA Part 391 through electronic record keeping systems that capture mandatory DQ file documentation. Conduct internal audits of records to ensure compliance with DOT and FMCSA regulations as needed, follows through with the appropriate manager to obtain corrections. Coordinates annual MVR/CDLIS investigation and completion of Violation and Review Record consistent with FMCSA Part 391.25 and 391.27. Provides coaching, training and direction to multiple departments who are responsible for a portion of the DQ files. Identifies and advises management of trends, changes in the regulations, problems and issues complying with FMCSA regulations as well as recommends a course of action. Perform urine drug screens and breath alcohol tests as needed this process includes maintain the integrity of the process, ensure privacy of the employee being tested, ensure security of the specimen and collection site, timely shipping of specimens and knowledge of the DOT Part 40. Performs internal and external verifications including safety performance records requests, 24-month drug and alcohol release of information and when appropriate FRA service record requests. Provides support to drug and alcohol program by assisting with orientation presentations, reporting drug screen results, drug and alcohol training and other miscellaneous tasks. Performs room setups for the R,T & D conference room OTHER: All job-related duties as assigned. QUALIFICATIONS: Associate degree in Business or related area preferred. Two years of experience in Electronic Records Management, Records Inventory, Records Management Audits, and Records Analysis and Scheduling preferred. One year of experience in training and coaching preferred. Proficiency in FMCSA regulations pertaining to Driver Qualification requirements and DOT requirements preferred. Proficient with Microsoft Office Suite, Adobe & SharePoint. Proficiency in interpreting federal and state laws. Ability to communicate effectively, orally and in writing. Ability to use sound judgment and maintain confidentiality. Ability to analyze processes and develop new protocols for greater efficiency. Ability to manage time and workload effectively which includes planning, organizing, and prioritizing with attention to details. Excellent customer service skills. Ability to complete qualification training for urine collections and breath alcohol tests within 90 days of hire. OR An equivalent combination of education, experience, knowledge, skills, abilities.
