Job Goal: 

The Regional Coordinator-TSS Lead will provide technical assistance and other supports to districts/charters and educator preparation program (EPP) partnerships to design and implement paid, year-long High Quality, Sustainable (HQS) Teacher Residencies
across school years 2025-2026 and 2026-2027. With technical assistance provided by Region 4, districts/charters and EPPs will make informed decisions to develop paid teacher residencies that leverage reallocation and reinvestment of local funds to support teacher residents’ wages while they engage in other instructional responsibilities such as: substitute teaching, paraprofessional roles, tutoring, and more. 

 

Qualifications: 

REQUIRED: 

  • Master’s degree in education, human resources or a related field from an accredited college or university 
  • Texas Educator Certificate 
  • At least three years of experience working in human capital development at the district or regional level 
  • At least three years of experience in campus leadership as a principal, assistant principal, instructional coach or three years district level leadership experience 

 

PREFERRED: 

  • Texas Teacher Evaluation and Support System (T-TESS) certification 
  • Texas Principal Evaluation and Support System (T-PESS) certification

Major Responsibilities

Texas Strategic Staffing: ESC Direct Grant Responsibilities: 

  1. Ensure that the grantee and their EPP partner(s) complete an established memorandum of understanding (MOU) with the regional Texas Strategic Staffing technical assistance provider or, where necessary, TEA appointed technical assistance (TA) provider. 
  2. Support the partnership over the 2025-2026 and 2026-2027 school years to make key decisions and design structures that enable internal capacity to continue the strategic staffing models without the support of the TA provider in SY 2027-2028 and beyond. 
  3. Support the partnership to set shared goals for district/charter paid resident placements in mutually beneficial staffing model positions. 
  4. Support the partnership to design models that ensure the TAC Ch. 228 requirements for residency quality is met. The residency must include a minimum of 750 hours in total, with a minimum of 21 hours per week during a school week that does not include closures or disruptions, and the program must document reduced clinical experience hours during weeks with closures or disruptions. 
  5. Support the partnership to ensure that they will provide training and support in mentorship and co-teaching best practices for host teacher. 
  6. Guide the development of a data collection plan to be used to inform strategic staffing implementation. 
  7. Support the partnership to design and implement a strategic staffing model plan that will ensure that the teacher residency model will be sustainable, fully funded by district/charter dollars, by SY 2027-2028. The plan must include sustainable funding for teacher resident stipends/salaries. 
  8. Gather, analyze and maintain data on grant implementation and outcomes, i.e., the selected strategic staffing model, number of residents, compensation of residents and host teachers, etc. 
  9. Facilitate and attend strategic staffing meetings and record all documentation required by Texas Education Agency (TEA). 
  10. Submit and track updates to service delivery in the design and implementation milestones dashboard tool for ESCs participating in Texas Strategic Staffing. Also ensure that deliverables are also added to this dashboard by key due dates. 
  11. Gather perception surveys of service delivery to inform improvement of service delivery approach. Also, upload survey data to the milestones dashboard. 
  12. If not already fully trained in the Texas Strategic Staffing service, attend in-person trainings for design year and implementation year (3-5 times per year from 2025-2027). Any missed in-person trainings will require additional make-up trainings.  
  13. Attend regular (bi-weekly or monthly) coaching sessions and/or Communities of Practice to support continuous improvement. Attendance at select in-person trainings from providers who have completed training may be required or requested. 

 

Texas Strategic Staffing for Residencies State Lead Grant Responsibilities: 

  1. Providing technical assistance to Region 4 districts that are awarded a TSS for Residencies Grant through Learning Acceleration Support Opportunities (LASO) Cycle 4. 
  2. Work with the US PREP to provide collaborative support during design and implementation years for strategic staffing from pipeline to leadership (P2L). 
  3. Provide Texas Strategic Staffing training support and facilitation to program participants. 
  4. Assist districts in the design of a comprehensive, financially sustainable, strategic staffing plan. 
  5. Facilitate and attend strategic staffing meetings and record all documentation required by Texas Education Agency (TEA). 

 

Region 4 ESC Responsibilities: 

  1. Develop, present, and facilitate effective professional learning sessions, series, convenings, and conferences. 
  2. Engage in professional development to maintain knowledge and skills in area(s) of responsibility. 
  3. Provide technical assistance and services as specified by any applicable federal grant that supports this position. 
  4. Collect program data, maintain accuracy of information, and submit data reports as needed by the Department Director as well as state and federal agencies in support of accountability measures. 
  5. Support the Department Director in ensuring annual goals for Region 4’s EPP are met, including annual enrollment targets. 

 

Supervisory Responsibilities: 

Leadership, supervision and evaluation of Texas Strategic Staffing staff, and any other staff members, as necessary. 

 

 

Physical Demands/Environmental Factors/ Mental Demands: 

Frequent in and occasional out of region travel; frequent use of standard office equipment; prolonged sitting; occasional bending/stooping, pushing/pulling, and twisting; repetitive hand motions (keyboarding and use of a mouse); occasional light lifting and carrying (less than 15 pounds); may work prolonged and irregular hours; work with frequent interruptions; maintain emotional control under pressure. 

 

Salary : $102,075 - $120,090
