Position Summary
The Maintenance Technician – Section 8 / NSPIRE/REAC Specialist is responsible for ensuring that all apartment units and property grounds meet or exceed Housing Authority requirements, with a primary focus on Section 8 inspections and NSPIRE compliance. This role will lead all preparation, scheduling, and follow-up for inspections, ensuring timely corrections and documentation. When inspection workloads are low, the technician will perform general maintenance duties across the community, supporting daily work orders, unit turns, preventative maintenance, and emergency repairs.
This position requires strong knowledge of HUD standards, exceptional attention to detail, and the ability to work efficiently while maintaining excellent resident service.
Key ResponsibilitiesSection 8 & NSPIRE Compliance (Primary Role – ~60–70%)
- Prepare units for Section 8 and NSPIRE inspections, ensuring all required standards are met.
- Conduct pre-inspections to identify potential deficiencies and complete corrective actions.
- Accompany inspectors during official Section 8 and/or NSPIRE inspections as required.
- Maintain full understanding of NSPIRE protocols, including health & safety, habitability, and building system requirements.
- Document all deficiencies, repairs, and inspection results in a timely and organized manner.
- Coordinate with management to schedule inspections, re-inspections, and related resident notices.
- Ensure ongoing compliance throughout the property by performing regular walk-throughs and preventative reviews.
- Maintain inspection logs, compliance reports, and repair records according to company and HUD standards.
General Maintenance Duties (Secondary Role – as needed)
- Complete daily work orders, including electrical, plumbing, appliance repair, carpentry, and general maintenance tasks.
- Assist with unit turns to ensure apartments are ready for occupancy on schedule.
- Perform preventative maintenance on building equipment and systems.
- Assist in emergency repairs on a rotating on-call schedule (if applicable).
- Maintain property grounds, common areas, and equipment rooms in a clean and safe condition.
- Respond to resident service requests with professionalism and urgency.
- Follow safety protocols and use protective gear as required.
Required Skills & Qualifications
- 2–5 years of residential or apartment maintenance experience.
- Experience conducting or preparing for Section 8 / HUD inspections.
- Strong knowledge of NSPIRE / REAC requirements and certification preferred.
- Working knowledge of general maintenance trades, including plumbing, electrical, HVAC, carpentry, and appliance repair.
- Ability to read inspection reports, interpret standards, and complete corrective actions promptly.
- Excellent time management and organizational skills.
- Strong communication and customer service skills.
- Must be able to lift up to 50 lbs, work on ladders, and perform physical tasks.
- Valid driver’s license and reliable transportation.
- Ability to pass background screening and meet all HUD-related requirements.
Preferred Qualifications
- NSPIRE or REAC Certification or prior formal (proven) training.
- EPA 608 Certification (for HVAC work).
- Experience working in affordable housing communities.
Work Environment
- Primarily field and property-based.
- May require occasional evening or weekend work for emergencies or scheduled inspections.
- Must be comfortable working both independently and within a maintenance team.
Effort and Physical Demands
Requires the ability to lift and carry supplies and equipment weighing up to 70 pounds on a frequent basis and up to 150 pounds on an occasional basis, prolonged walking or standing, and frequent bending, stooping, kneeling, and reaching on a daily basis. Requires a full range of physical motion in order to operate manual, electrically-powered and/or gasoline-powered equipment. Requires the ability to access facilities and areas which may only be accessible by climbing stairs or by climbing ladders. Must be able to move throughout assigned areas, as the work is performed primarily out-of-doors, year-round. Employees in this job classification are designated as essential employees and must report to work as scheduled when the community offices are closed due to severe weather.
