Introduction:

Air Education and Training Command (AETC) trains aircrew for every aircraft in the U.S. Air Force inventory and prepares assigned warfighters for deployment and combat. While the latest generation of aircraft represents remarkable technological advancement, the decisive advantage of the U.S. Air Force has always been, and remains, the human in the cockpit. Aircrew are among the most versatile and lethal assets in the Air Force arsenal; however, deliberate investment in human performance has historically lagged that of aircraft and weapons systems.


Background:

To address this shortfall, AETC developed the Comprehensive Readiness for Aircrew Flying Training (CRAFT) program—an initiative focused on improving the physical, cognitive, and behavioral readiness of aircrew. CRAFT includes the development of functional training centers across the flying training enterprise designed to meet the specific demands placed on modern aviators. These facilities incorporate job-specific conditioning, cutting-edge human performance technology, and accessible prehabilitation and rehabilitation. AETC is currently in the early stages of systematically addressing these needs and seeks Contractor support to assist in program ideation, requirements development, documentation, and the implementation of initial operational capability (IOC) at multiple installations. Now in its fifth year, the CRAFT program requires both sustainment of current operational sites and the buildout of new locations, placing the program and its partners in a dual role of supporting both IOC execution and ongoing operations simultaneously.


Purpose and Overall Objective:

The purpose of the CRAFT program is to enhance the readiness of AETC aircrew through a holistic approach that addresses physical performance, cognitive capability, and emotional resilience. Building on the foundation established during the first four years of initial operational capability (IOC), the program is transitioning into full operational capability (FOC) while continuing to expand IOC efforts at new locations. Year 5 of the program will include both sustainment of current sites and implementation of services at additional installations. CRAFT aims to reduce chronic musculoskeletal injuries, improve cognitive performance, and strengthen emotional resilience across the aircrew population. Interventions include job-specific physical conditioning, stress management, mindfulness, cognitive training, and performance nutrition. These efforts are designed to increase learning speed, memory recall, problem-solving, and in-flight endurance while reducing injury rates and duties not including flying (DNIF) durations. Nutrition support may also include family-based education to reinforce healthy habits at home. To ensure success, the program follows a phased “crawl, walk, run” approach and emphasizes alignment with other Human Performance (HP) programs across the enterprise. Contractor personnel will support curriculum refinement, technology integration, facility improvements, and outcome tracking. This deliberate, scalable model ensures consistent execution as the program continues to grow throughout the AETC flying training enterprise.


Security Clearances:

 All tasks will be conducted at the UNCLASSIFIED level. Contract employees must have at a minimum, a favorably adjudicated Tier 3 (T3) security investigation resulting from access to classified information briefings. Contractor personnel may begin performance while awaiting full T3 adjudication if they have initiated the T3 investigation process and have received written Government approval from the COR to perform unclassified duties. Personnel who receive unfavorable T3 adjudications shall not be employed under this contract.


Mandatory Experience:

Minimum of seven (7) years' experience providing Human Performance services (e.g., cognitive training, performance nutrition, strength and conditioning, physical therapy, or soft tissue therapy) to tactical aviation populations or high-performance DoD operational communities. 2 years of leadership and management experience with efforts of similar size and complexity


Mandatory Education:

Master's or Doctoral degree in a field related to Human Performance, such as Exercise Science, Kinesiology, Physiology, Biomechanics, or a related field.


Mandatory Certifications:

License and/or certification from a nationally recognized organization in a relevant HP discipline (e.g., NSCA, ACSM, NASM) demonstrating competency in Human Performance. Current certification in basic cardiopulmonary resuscitation (CPR), including Automated External Defibrillator (AED) Training.

Certificate or graduate degree in a field related to managing personnel and resources. CAPM or PMP cert preferred.


Specific Duty Hours:

Normal duty hours are 6:00 AM – 6:00 PM, Monday through Friday. Duty hours may be flexible to meet mission requirements as pre-approved in writing by the COR. Once approved, the AETC CRAFT Director may have flexibility to modify the duty hours, up to one hour prior and one hour after if mission dictates. Permanent changes to the duty hours will be approved by the CO only.


HP Specialist Level 3 - CRAFT Program Manager (CPM):

The Contractor shall provide HP Specialist Level 3 personnel to serve as CRAFT Program Managers (CPMs), responsible for overseeing program execution, ensuring unity of effort, and maintaining
alignment across assigned CRAFT sites. The CPMs shall include personnel responsible for managing Undergraduate Flying Training (UFT) CRAFT sites and personnel responsible for managing Graduate Flying Training CRAFT sites. CPMs shall manage supporting activities within their designated portfolio, provide professional, administrative, and technical oversight, and serve as a key liaison between Site Leads, Government stakeholders, and the AETC CRAFT Program Office. CPMs shall be responsible for coordinating with the Curriculum Coordinator, PASO, Domain Leads, and Data Team to ensure standardization and continuity across the CRAFT enterprise.

The Contractor shall:

Assist the AETC CRAFT Director in planning, scheduling, executing, and validating the effectiveness of flying training HP programs, ensuring alignment with the CRAFT syllabus, CRAFT CONOPs, and programmatic objectives.


Coordinate with the AETC CRAFT Director for overall program direction and guidance, while maintaining close communication with functional leadership (e.g., database manager, domain leads, curriculum coordinator, data analysts, and PASO).

Coordinate and execute AETC Program Office guidance and directives, ensuring Contractor site performance is compliant with the PWS and CRAFT program standards.

Provide technical expertise and leadership in the implementation, update, and sustainment of HP program deliverables, while maintaining operational roles within their domain of expertise.

Oversee and ensure the development and alignment of POAMs, Monthly Status Reports (MSRs), and data deliverables for assigned sites. Organize, analyze, and present statistical data related to program performance at least quarterly.

Oversee contract performance and ensure successful execution of all contract requirements. Track performance using project management tools such as Microsoft Planner and maintain accountability through shared reporting with the CRAFT Program Office.

Ensure site leads develop and maintain travel and equipment budgets; review travel coordination with the CRAFT Program Office and ensure compliance with the TARV process.

Ensure all Contractor staff complete required onboarding and training, including domain-specific CRAFT Qualification Course. Maintain training records and documentation of HPO Inappropriate Relationships and Harassment Acknowledgement, CRAFT Program Familiarization, DoD/DISA Information Systems Policy acknowledgment, PII training, and Violence and Self-Harm Reporting Policy training, as outlined in the CRAFT CONOPs.

Ensure continuity across assigned sites by maintaining and regularly updating the CRAFT continuity binder.

Facilitate the transfer and communication of aircrew records between gaining and losing sites to ensure seamless delivery of services.

Schedule and host monthly meetings with site lead and quarterly meetings with assigned sites. Ensure performance tracking, survey collection, education delivery, and data entry are performed in accordance with CRAFT guidance.

Attend and assist in preparation as needed for CRAFT Program Office all-calls, leadership syncs, PASO reviews, distinguished visitor engagements, and annual summits as directed. Support and coordinate research efforts and assist in planning and executing site visits, onboarding events, and outreach for new or potential sites.

Travel as necessary to fulfill program oversight responsibilities, ensuring each assigned site is visited at least annually. Provide virtual support to flying training locations without an existing CRAFT program as required.

Ensure compliance with HIPAA and PII requirements by verifying the use of approved scheduling software and maintaining confidentiality of all health and personnel records.

Support continuous process improvement efforts by tracking PASO recommendations, implementing approved changes, and ensuring compliance across all assigned sites.

Complete all required training and policy acknowledgments as outlined in the CRAFT CONOPs.

Maintain a comprehensive personal record of all completed required personal licensures/certifications and CRAFT-required training and acknowledgments as outlined in the CRAFT CONOPs. This includes documentation of training completion dates, signed acknowledgments for policies (e.g., HPO Inappropriate Relationships and Harassment, DOD/DISA Information Systems, social media, Violence and Self-Harm Reporting, and PII), as well as completion dates for the CRAFT Program Familiarization and the CRAFT Instructor Qualification Course for each Contractor at assigned sites. Records shall be readily available for Government inspection upon request.
