INTRODUCTION:

The 711th Human Performance Wing (711 HPW), headquartered at Wright-Patterson Air Force Base in Ohio, is the first human-centric warfare wing to consolidate human performance research, education and consultation under a single organization. Established under the Air Force Research Laboratory, the 711 HPW is comprised of the Human Effectiveness Directorate (RH) and the United States Air Force School of Aerospace Medicine (USAFSAM). The Wing delivers unparalleled capability to the Air Force through a combination of world class infrastructure and expertise of its workforce of military, civilian and contractor personnel encompassing 75 occupational specialties including science and engineering, occupational health and safety, medical professions, technicians, educators, and business operations and support.


DESCRIPTION OF SERVICES:

The contractor shall meet all requirements per the basic contract and provide a professionally and technically qualified individual to perform all tasks in the following paragraphs to fulfill the requirements of this task order. The contractor shall provide the expertise listed below to the USAFSAM Department of Education (USAFSAM/ED), Education Delivery Division (EDE), Academic Development Branch (EDMS). USAFSAM/ED directs daily academic operations for USAFSAM and establishes student training policies. ED executes the student management and accounting for 4,000 students annually as well as the faculty development, instructor evaluation, and student evaluation programs. Community College of the Air Force requirements for affiliated schools are implemented and curriculum development and revisions are led by ED staff. ED is responsible for creating an academic environment conducive to learning, providing academic counseling, and convening the Academic Review Board when necessary. Distance learning courses are produced and managed through this department. USAFSAM/EDMS is responsible for educational research and technology. Performance shall be according to the requirements contained in this Performance Work Statement (PWS).


MANDATORY QUALIFICATION:

 
  • Associate or bachelor’s degree in graphic design, Digital Media, Visual Communications, or a related field.
  • 2 years of professional experience in digital design.
  • The contractor shall be proficient with Adobe programs including Premier Pro, Audition, Photoshop, After Effects, Illustrator, Captivate; proficient with Microsoft Word, Excel, SharePoint, and PowerPoint; must have ability to manage projects independently and as part of a team. Must have the ability to work through problems quickly and independently.
  • Basic knowledge of video editing or motion graphics (for animated signage or marketing content).
  • Ability to prep assets for web and print, understanding resolution, file formats, and accessibility.
  • Contractor must have a Non-Disclosure Agreement in place with their company, and the company must provide a copy to the Program Manager of this task order. This is necessary to mitigate transfer of any confidential, proprietary and/or sensitive information while in this position.
  • The contractor employees shall possess: organizational skills, ability to achieve set goals; initiative in performing assigned tasks; ability to follow-up complex projects with influence, and integrity; and ability to interact professionally with all levels of personnel within and outside of the organization.
 


HIGHLY DESIRED QUALIFICATIONS:
 
  • Familiarity with Department of Defense branding and communication policies (ex. Tongue and Quill).
  • Experience working in the military setting, understanding of rank structure, policies, and procedures.
  • Experience designing for digital signage (understanding screen ratios, motion graphics, and optimal content duration).
  • Knowledge of layout principles, color theory, typography, and visual hierarchy.
  • Familiarity with web-based design tools.
  • The contractor employee shall have expertise in Office 365 tools (ex. MS Windows, MS Access, MS Excel, MS PowerPoint, MS Publisher, MS Teams, MS Planner, MS Power BI, Microsoft Forms).


TASKS:
 
  • The contractor shall assist in the inventory and maintenance of audio visual/computer related equipment as directed by the Government representative.
 
  • The contractor shall assist with the ordering, storing, coding/entering inventory into database, and disposing of all audio visual/computer related equipment as directed by the Government representative.
  • The contractor shall provide digital design consultation to members and programs as directed by the government representative.
  • The contractor shall assist subject-matter experts and/or an instructional designer to convey a specific message to a targeted audience through a visual medium by building quality graphics for marketing.
  • The contractor will provide consultative support to subject-matter experts and/or instructional designers desiring to develop their own graphics/content
  • The contractor shall create, design and produce graphics and other multi-media content, as well as provide consultation to subject-matter experts and/or an instructional designer using traditional tools and equipment as well as specialty equipment and software in support of USAFSAM courseware and course materials.
  • Create visually compelling digital assets for marketing, instructional, and promotional purposes (e.g., digital signage, email campaigns, websites, presentations)
  • Work with copywriters, photographers, and videographers to align visual designs with messaging.
  • Optimize layouts for attention, clarity, and communication effectiveness.
  • Adapt designs for multiple formats: web, mobile, print, signage, etc.
  • The contractor shall participate in and support other projects within skill sets; project may include writing continuity documents, attending or presenting at local eLearning symposiums, defining capabilities for potential customers, collaborating with local colleges or multi-service partners, and supporting other special projects.
  • Support, evaluate, consult, and manage all educational technology as directed by Government representative


BASE SUPPORT:

The contractor will be provided with office space, supplies, computer equipment, telephone, and reproduction capabilities as required. All software and hardware, passwords/access to military Internet/E-mail and applicable database will be available within the scope of the contract. The contractor will comply with local, AF and DoD policies.
 


GENERAL INFORMATION:

 
  • Work will be accomplished primarily at the USAFSAM, Bldg. 840 Area B Wright-Patterson AFB, Ohio 45433 beginning 1 August 2026.
  • Work schedule is normally Monday – Friday, 7:30 AM – 4:30 PM; however, there may be times when it is necessary for the contractor to work after duty hours in support of specific mission-related taskings. Although the schedule may have to be flexible to meet mission requirements, it will not exceed 40 hours per week per contract employee.


U.S. Citizenship:

Employee must be a U.S. citizen. For the purpose of base and network access, possession of a permanent resident card (“Green Card”) does not equate to U.S. citizenship.


TRAVEL:

No travel is anticipated for this effort.


SECURITY:
 

All contractor personnel require a minimum of a Tier 1 background check (T1)/SF85 for any position that requires access to the internet, use of automated information systems to cover standalone computers or unescorted entry into restricted or controlled areas prior to reporting for duty in support of any requirement. The investigation is not for a security clearance; it is for position of trust. This is a mandatory requirement set forth in DoDM 5200.02_AFMAN 16- 1405, Air Force Personnel Security Program. All documentation required for security certification shall be the responsibility of the contractor. No foreign nationals shall be employed for any requirement issued under this contract without prior approval of the Government.

The contractor shall provide OPSEC protection for all sensitive/critical information and indicators involved in execution of this contract/Task Order, as defined by AFI 10-701 (Operations Security). 711 HPW Critical Information and Indicators are protected under the 711 HPW Operations Security Program and the 711 HPW Critical Information and Indicators List (CIIL). Contractor employees granted access to critical information and indicators shall be provided initial OPSEC training by the 711 HPW OPSEC Coordinator upon in-processing and prior to being granted access to CIIL items related to the contract/Task Order. The contractor shall also participate in 711 HPW’s annual OPSEC training and education programs, which includes periodic updates and refresher training on CIIL items applicable to the contract/Task Order. The 711 HPW OPSEC coordinator shall evaluate the OPSEC posture of AF contract activities and operations.

All documents, including papers, abstracts and posters shall be cleared by AF prior to public release.

The highest Security Classification required for the effort within the PWS is Unclassified.


REPORTS AND DATA REPORTING REQUIREMENTS:

Contractor Progress, Status and Management Report (PSMR).

On a monthly basis, the contractor shall provide a status report. The information will be on project status and describe the work accomplished. The contractor shall also identify any issues/problems anticipated in schedule or cost ceiling during the next reporting period.

The report shall have five sections:

 
  1. Project Title, Time Period of report, Date
 
  1. Performance: Current status of deliverables, measured against project expectations.
 
  1. Schedule: Have scheduled activities and milestones been completed on or before time, and impact of delays.
 
  1. Costs: Are there any actual or significant deviations, are significant costs adequately explained in terms of project plans? (i.e., large initial equipment purchase, followed by labor related costs.)
 
  1. Risk: Are there known or anticipated opportunities or events that will or can affect project.


Technical Report – Study/Services:
 
  • All reports and data shall be submitted in a non-proprietary, easily transferrable format.
 
  • All reports, data, findings and literature shall be property of the 711 HPW/RH. The contractor shall not reuse or distribute project information without the express permission of 711 HPW/RH and shall retain all 711 HPW/RH origin markings.
