Position Summary
We are seeking a knowledgeable and detail-oriented Compliance Manager to join our team and support the oversight and administration of a nationwide portfolio of HUD Project-Based Section 8 properties, with some layered with Tax Credit (LIHTC). Reporting directly to the Vice President of Compliance, this role is responsible for ensuring full regulatory compliance with HUD requirements, Fair Housing laws, and company policies across the portfolio. The ideal candidate will possess a strong understanding of affordable housing regulations and demonstrate the ability to work collaboratively with property management teams to maintain program integrity and high standards.
Key Responsibilities
Support the Vice President of Compliance in managing and monitoring compliance across a multi-state portfolio of HUD Project-Based Section 8 and/or Tax credit properties
Lead regular file audits and quality control reviews to ensure accuracy and compliance with HUD Handbook 4350.3, Fair Housing laws, and other federal/state regulations.
Serve as a resource and advisor to regional teams regarding eligibility determinations, income calculations, recertifications, and lease compliance.
Monitor and support responses to MORs (Management and Occupancy Review) and State Agency audits, ensuring timely and complete resolution in accordance with HUD requirements.
Assist in the preparation and submission of required reports to HUD and Contract Administrators.
Help develop and maintain internal compliance manuals, checklists, and systems to support best practices and operational consistency.
Support external and internal audit processes, including document preparation, on-site support, and follow-up actions as needed
Collaborate with other departments (e.g., Operations, Accounting, Facilities) to resolve compliance-related issues.
Qualifications
Minimum 5 years of experience in affordable housing compliance, specifically with HUD Project-Based Section 8 programs.
HCCP, COS, or equivalent HUD/LIHTC compliance certification required.
In-depth knowledge of HUD Handbook 4350.3 and Fair Housing regulations.
Strong attention to detail and ability to manage multiple priorities and deadlines.
Excellent written and verbal communication skills.
Proficient in Microsoft Office Suite and RealPage property management software
Ability to travel occasionally for property visits, training, and compliance audits.
