Rehabilitation Inspector & Project Coordinator

The Rehabilitation Inspector & Project Coordinator (Internal Classification: Housing Rehabilitation Inspector) is responsible for coordinating housing rehabilitation projects and managing blighted property initiatives that support neighborhood revitalization throughout the City of Erie. This position combines construction inspection, project management, contract administration, and redevelopment coordination to move properties from identification through rehabilitation, stabilization, demolition, or redevelopment.

Approximately half of the position focuses on administering housing rehabilitation projects, while the remaining responsibilities involve managing blighted properties, coordinating redevelopment activities, monitoring contractor and development agreement compliance, and supporting neighborhood improvement initiatives.

The successful candidate will work closely with homeowners, contractors, developers, municipal departments, funding agencies, and community partners to ensure projects are completed safely, efficiently, and in compliance with applicable regulations and funding requirements.

Essential Duties & Responsibilities

Housing Rehabilitation

• Conduct inspections of residential properties to evaluate rehabilitation needs and program eligibility.
• Develop detailed scopes of work and construction cost estimates.
• Prepare project specifications, bid documents, and contractor bid packages.
• Coordinate contractor walkthroughs, project schedules, and pre-construction meetings.
• Monitor rehabilitation projects through completion, performing progress and final inspections.
• Verify contractor compliance with approved scopes of work, construction standards, applicable codes, and funding requirements.
• Review contractor requests for payment and recommend approval based on completed work.
• Maintain accurate project files, inspection reports, photographs, and grant documentation.
• Assist homeowners, contractors, and staff in resolving project issues, change orders, and construction concerns.

Blight & Redevelopment

• Conduct field assessments of blighted, vacant, and deteriorated properties.
• Document existing property conditions through inspections, reports, and photographic records.
• Recommend stabilization, cleanup, demolition, rehabilitation, or redevelopment actions.
• Coordinate demolition, stabilization, site cleanup, and redevelopment activities with contractors, municipal departments, and utility providers.
• Monitor redevelopment projects to ensure compliance with contracts, development agreements, approved project schedules, and performance requirements.
• Conduct regular site visits to verify contract compliance, project progress, and quality of work.
• Coordinate pre-demolition and site preparation activities, including utility coordination, property access, environmental requirements, and public safety measures.
• Track blighted and redevelopment properties from acquisition through final disposition.
• Identify projects requiring immediate intervention because of safety hazards or significant deterioration.
• Support redevelopment planning by evaluating project readiness and coordinating activities that prepare sites for future investment.

Administrative Responsibilities

• Maintain complete and accurate electronic and paper project files.
• Prepare technical reports, project updates, grant documentation, and performance reports.
• Track project budgets, schedules, milestones, and contractor performance.
• Utilize construction estimating, project management, and database software.
• Assist with grant compliance, reimbursement documentation, and program reporting.
• Recommend process improvements that enhance efficiency, compliance, and project delivery.
• Attend meetings, training sessions, conferences, and professional development activities as required.

Minimum Qualifications

• High school diploma or GED required.
• Minimum five (5) years of experience in residential or commercial construction, rehabilitation, building inspection, property maintenance, redevelopment, or a closely related field.
• Experience coordinating construction or redevelopment projects preferred.
• Strong understanding of residential construction practices, building systems, and construction sequencing.
• Ability to read and interpret construction drawings, specifications, contracts, and technical documents.
• Strong organizational, analytical, and problem-solving skills.
• Ability to independently prioritize and manage multiple active projects.
• Proficiency with Microsoft Office and construction or project management software.
• Valid Pennsylvania driver's license with the ability to travel throughout Erie County.

Required Certifications

The successful candidate must obtain:

• ICC Property Maintenance Inspector Certification within 90 days of hire.
• Lead Risk Assessor Certification within twelve months of hire.
• Lead Abatement Supervisor Certification within twelve months of hire.

Working Conditions

• Work is performed in an office environment, residential neighborhoods, vacant properties, and active construction sites.
• Frequent travel throughout Erie County is required.
• Occasional evening meetings may be required.
• Ability to walk uneven terrain, climb stairs, enter vacant structures, and perform field inspections in varying weather conditions.
• Occasional lifting of up to 25 pounds.

Pay: $50,000.00 - $53,000.00 per year
