JOB DESCRIPTION

POSITION: Director of Compliance

LOCATION: Legendary Waters Resort & Casino

SALARY: Negotiable

SUPERVISOR(S): Tribal Administration and Gaming Commission

THIS IS A REGULAR FULL-TIME NON-EXEMPT POSITION

POSITION SUMMARY: The Director of Compliance shall oversee all departments of the Gaming Commission including compliance and surveillance personnel. The Director shall act as the administrative and operational supervisor for all Tribal Gaming Commission personnel, and shall develop, for approval by the Gaming Commission, policies and procedures for effective communications and protocols. The purpose of the position is to exercise all powers granted by the Tribe’s Gaming Ordinance, and to assume and discharge all responsibilities set forth therein. The Director of Compliance shall administer, carry out and affect all purposes of the Red Cliff Gaming Commission relating to the regulation of all gaming activity. In all decisions, the Director shall act to promote and ensure integrity, security, honesty and fairness of the gaming activity.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

1. Conduct and/or coordinate investigations and take appropriate enforcement and corrective action as necessary on behalf of the Gaming Commission while keeping in constant communication with the Tribal Administration, Gaming Commission and Casino Management (where appropriate).

2. Develop and maintain knowledge of conducting background investigations and gaming license procedures.

3. Develop and maintain knowledge of applicable Federal, State and local laws and Internal Audit procedures.

4. Manage and oversee the review of Casino management reports; Financial, Minimum Bankroll, Internal Compliance Reviews, patron incidents/complaints, etc., and other irregularities.

5. Reports suspicious or unusual activity to the proper Facility Managers and General Manger.

6. Maintain staff schedules

7. Review and participates in all investigations performed by Surveillance Operators and Casino Management.

8. Meet and ensure compliance with various applicable filing and other regulatory deadlines and requirements.

9. Thorough working knowledge of applicable tribal law and policy.

10. Undertake activities and assignments as directed by Gaming Commission.

11. Other Duties set forth in tribal law or policy.

12. Development, refinement and enforcement of the LWRC Standard Operating Procedures (SOPs), including providing training to facility personnel

13. Gather evidence and provide testimony when necessary in connection with illegal activity and participate in associated court proceedings.

14. Required to compose detailed, concise and accurate documents, such as budgets, reports, policies and procedures and other correspondence.

15. The above duties and responsibilities are not an all-inclusive list but rather a general representation of the duties and responsibilities associated with this position. The duties and responsibilities will be subject to change based on organizational needs and/or deemed necessary by the supervisor.

SUPERVISORY AUTHORITY: Surveillance Department personnel and Compliance Personnel including Background Investigator.

KNOWLEDGE: Knowledge of Native American Tribes and the uniqueness of the Red Cliff Community.

QUALIFICATIONS:

1. Bachelor’s degree in business management or closely related field preferred, supplemented by a minimum of five (5) years previous experience and/or training that includes gaming regulation or related activities OR Ten (10) years’ experience in Gaming and/or law enforcement, with at least some gaming-related experience.

2. Must possess detailed knowledge in background investigation techniques, compliance monitoring, auditing, and gaming/non-gaming vendors.

3. Must possess knowledge of various gaming practices, such as casino, slot, and table game control functions.

4. Background and/or education in business administration, criminal justice and accounting principles.

5. Extensive knowledge of gaming compliance, licensing, surveillance, accounting, and all other areas of the casino industry.

6. Knowledge of all applicable Tribal, Federal, and State gaming regulations.

7. Valid driver’s license, adequate transportation and must be eligible for Tribe’s vehicle insurance.

8. Pass an extensive background check.

9. Working knowledge of a digital surveillance systems

10. Background in Law Enforcement and/or security training preferred.

11. Knowledge of Native American culture and Tribal Governmental operations.

12. Must have experience and working knowledge of Microsoft applications including Word, Excel, Power Point and Outlook.

13. Must have the ability to set up databases and a tracking system for compliance records.

14. Must have the ability to read, analyze, and interpret software manuals, operating procedures, technical procedures and government regulations.

15. Ability to maintain organization and meet deadlines

16. Possesses integrity, confidentiality and discretion in handling confidential information.

PHYSICAL REQUIREMENTS: The duties assigned to this position involve bending, stooping, lifting, and carrying. Items may be placed in overhead storage or shelving.

WORK ENVIRONMENT: Must be able to tolerate indoor and outdoor areas containing varying noise, temperature levels, illumination, vibration and crowds.

TRAVEL REQUIREMENTS: The ability to travel and attend meetings and trainings; overnight and out of town, both locally & nationally.
