About us

The Recovery Alliance Project (RAP), founded by Tara Moreno, is a mission-driven Recovery Community Organization backed by the Michigan Department of Health & Human Services. RAP advances recovery through advocacy, peer support, and community-based services that empower individuals and strengthen communities.

RAP is intentionally focused on serving Black and Brown communities in Genesee County, as well as individuals who are formerly incarcerated or currently on probation. Grounded in the belief that recovery is possible for everyone, the organization works to remove barriers, expand access to care, and support individuals in building meaningful, sustainable lives in recovery.

RAP envisions communities where recovery is embraced and stigma is eliminated. Guided by its core values—empowerment, respect, accountability, advocacy, and integrity—the organization fosters trust, collaboration, and long-term impact.
