Payroll Specialist – Union & Certified Payroll
Position Summary
Realm Construction, Inc. is seeking a detail-oriented Payroll Specialist with experience processing multi-state construction payroll, union payroll, and certified payroll reporting. This position is responsible for ensuring accurate and timely payroll processing while maintaining compliance with federal, state, local, union, and prevailing wage requirements.
The ideal candidate has experience in heavy civil construction and understands certified payroll reporting, fringe benefit calculations, union deductions, and project-specific labor compliance.
Essential Duties and Responsibilities
- Process weekly payroll for hourly and salaried employees.
- Prepare and submit certified payroll reports for federal, state, and local prevailing wage projects.
- Ensure compliance with prevailing wage laws, including Davis-Bacon and state prevailing wage requirements.
- Process payroll for multiple unions, including calculating:
- Union dues
- Health and welfare contributions
- Pension contributions
- Vacation funds
- Apprenticeship contributions
- Other required fringe benefits
- Maintain accurate employee wage rates, classifications, and union assignments.
- Verify employee timecards, equipment hours, job cost coding, and labor allocations.
- Reconcile payroll prior to processing and resolve discrepancies.
- Prepare and submit monthly, quarterly, and annual union reports and payments.
- Process garnishments, child support orders, tax levies, and other payroll deductions.
- Maintain payroll records in accordance with company policies and legal requirements.
- Coordinate with Human Resources regarding new hires, terminations, wage changes, and employee benefits.
- Assist with quarterly and year-end payroll reporting, including W-2 preparation.
- Support audits by providing payroll documentation and certified payroll records.
- Ensure compliance with all federal, state, and local payroll regulations.
- Maintain confidentiality of employee payroll information.
- Assist with additional accounting and administrative duties as assigned.
Required Qualifications
- Minimum of 3–5 years of payroll experience, preferably in the construction industry.
- Minimum of 2 years of union payroll experience.
- Minimum of 2 years of certified payroll experience.
- Thorough knowledge of prevailing wage regulations and labor compliance.
- Experience processing payroll for multiple collective bargaining agreements.
- Strong understanding of payroll taxes and payroll reporting requirements.
- Proficiency with payroll software and Microsoft Excel.
- Excellent organizational, analytical, and problem-solving skills.
- Strong attention to detail and accuracy.
- Ability to manage multiple deadlines in a fast-paced environment.
- Excellent written and verbal communication skills.
Preferred Qualifications
- Experience in heavy highway, civil, or infrastructure construction.
- Experience with accounting software such as Foundation, Viewpoint Vista, Sage, or similar construction accounting systems.
- Knowledge of EEO reporting and workforce compliance.
- Experience with electronic certified payroll reporting systems.

Pay: $60,000.00 - $75,000.00 per year
