Position Summary
ReadyWork Inc. is seeking an experienced and results-driven Human Resources Manager to lead the company's Employee Relations, Compliance, Benefits Administration, Payroll Management, and HR Operations functions. This position will serve as a trusted advisor to leadership and employees, ensuring compliance with federal, state, and local employment laws while fostering a positive, productive, and professional workplace culture.
The Human Resources Manager will provide HR leadership and support for both internal corporate employees and temporary employees assigned to client locations. This role requires extensive knowledge of employment laws, employee relations, benefits administration, payroll, workers' compensation, leave management, and HR compliance. The ideal candidate will be highly organized, solution-oriented, and capable of supporting a multi-location workforce while maintaining the highest level of professionalism and confidentiality.
This position requires regular travel to company branch offices and client locations throughout California to support HR operations, conduct investigations, facilitate employee meetings, ensure compliance, and provide guidance to managers and employees.
Essential Duties and Responsibilities
Employee Relations & Compliance
- Serve as the primary point of contact for employee relations matters involving both internal and temporary employees.
- Conduct workplace investigations involving employee complaints, policy violations, harassment, discrimination, misconduct, and other employee relations concerns.
- Provide guidance and support to managers regarding disciplinary actions, performance concerns, corrective action plans, terminations, and policy interpretation.
- Ensure compliance with all federal, state, and local employment laws, including California labor laws and wage and hour regulations.
- Administer employee leaves of absence, including FMLA, CFRA, ADA accommodations, Pregnancy Disability Leave (PDL), and other protected leave programs.
- Manage workers' compensation claims, return-to-work programs, unemployment claims, and workplace injury reporting.
- Develop, implement, and maintain company policies, procedures, employee handbooks, and HR best practices.
- Conduct compliance audits and identify opportunities to reduce employment-related risks.
- Partner with leadership to promote a positive workplace culture and maintain legal compliance across all locations.
- Ensure compliance with staffing industry regulations, employment practices, and E-Verify requirements.
Benefits Administration
- Oversee employee benefits programs, including medical, dental, vision, life insurance, disability, and retirement plans.
- Coordinate annual open enrollment and employee benefits communication programs.
- Serve as the liaison between employees, insurance carriers, and benefit providers.
- Respond to employee benefit inquiries and resolve issues in a timely and professional manner.
- Ensure compliance with benefit-related regulations and reporting requirements.
- Monitor benefit utilization and recommend improvements to enhance employee satisfaction and retention.
Payroll Management
- Oversee and support payroll operations for both internal employees and temporary employees across multiple locations.
- Partner with payroll personnel to ensure accurate and timely processing of weekly payroll, including review of time records, pay rates, deductions, bonuses, and reimbursements.
- Ensure compliance with federal, state, and local wage and hour laws, including California meal and rest break requirements, overtime regulations, sick leave requirements, and prevailing wage requirements when applicable.
- Investigate and resolve payroll discrepancies, employee pay concerns, garnishments, and wage-related issues in a timely manner.
- Collaborate with branch managers, payroll staff, and operations teams to ensure accurate employee onboarding, status changes, terminations, and payroll data entry.
- Review and approve employee pay rate changes, promotions, wage adjustments, and payroll-related personnel actions.
- Ensure compliance with payroll reporting requirements, including EDD reporting, wage statements, year-end reporting, and record retention.
- Support payroll audits and ensure payroll records are maintained in accordance with company policies and legal requirements.
- Analyze payroll trends, labor costs, overtime utilization, and workforce metrics, providing recommendations to leadership to improve efficiency and cost management.
- Partner with Finance and Operations departments to ensure accurate billing, labor cost tracking, and workforce reporting.
- Maintain confidentiality of employee compensation and payroll information while ensuring data integrity within payroll and HR systems.
- Develop and implement payroll-related policies, procedures, and best practices to support organizational compliance and operational excellence.
HR Operations & Reporting
- Maintain accurate employee records, personnel files, HRIS data, and confidential documentation.
- Ensure proper record retention and compliance with employment documentation requirements.
- Prepare and analyze HR metrics, including turnover, retention, absenteeism, workers' compensation trends, employee relations activity, and workforce data.
- Generate reports and recommendations for executive leadership to support strategic decision-making.
- Collaborate with payroll and operations teams to ensure employee information is accurate and up to date.
- Lead HR audits and compliance reviews.
- Identify opportunities to improve HR processes, systems, efficiency, and employee experience.
- Support company initiatives, policy implementation, and organizational development efforts.
- Develop and maintain HR dashboards and reporting tools to track key performance indicators and workforce trends.
Multi-Location Workforce Support
- Serve as the Human Resources Manager for both internal corporate staff and temporary employees assigned to client locations.
- Travel regularly to branch offices and client sites throughout California to support HR operations and employee relations matters.
- Conduct on-site meetings, investigations, coaching sessions, training, and compliance audits.
- Partner with branch management and operational leadership to ensure consistency in HR practices and policy enforcement across all locations.
- Support employee engagement, retention, and workplace culture initiatives throughout the organization.
- Act as a strategic HR business partner to leadership while supporting operational objectives and workforce needs.
Qualifications
- Bachelor's Degree in Human Resources, Business Administration, or a related field required.
- SHRM-CP, SHRM-SCP, PHR, or SPHR certification strongly preferred.
- Minimum of 10 years of progressive Human Resources experience.
- Minimum of 5 years of HR leadership or management experience.
- Extensive knowledge of California labor laws, wage and hour regulations, workers' compensation, leave administration, benefits administration, payroll practices, and employment compliance.
- Experience managing employee relations, workplace investigations, benefits administration, payroll oversight, and HR operations.
- Experience supporting both internal employees and temporary workforces within a staffing, manufacturing, agricultural, or multi-location environment preferred.
- Bilingual English/Spanish required.
- Strong proficiency in Microsoft Office, HRIS systems, payroll systems, and reporting tools.
- Valid California Driver's License with a clean driving record.
- Must be able and willing to travel frequently between branch offices, client sites, and corporate locations as business needs require.
