Position Goal: Assists Director of Human Resources in planning, directing, managing, and overseeing all daily activities and operations of Reading School District Human Resource functions, while ensuring a high level of customer service for both internal and external stakeholders.
ESSENTIAL FUNCTIONS: Other duties may be assigned. The essential functions of this position include, but are not limited to the following fundamental duties:
1. Assists in interpreting and administering provisions of all collective bargaining agreements and/or district policies/procedures relating to items such as staffing, transfers, discipline, leaves, resignations, retirements, benefits and absences
2. Identifies and participates in recruitment efforts for potential staff members including but not limited to job fairs and community outreach events
3. Assists in screening, interviewing and selection of employees in collaboration with Human Resources and other district staff
4. Reviews, prepares and delivers job offers to successful candidates
5. Assists/conducts new employee orientations in collaboration with Human Resources and other district staff to ensure a positive onboarding experience for new staff members
6. Helps to develop and revise employee job descriptions
7. Ensures that staff members maintain and submit current certifications, clearances, and documentation of required trainings
8. Works with Director of Human Resources, Director of Employee Relations, Director of Benefits and Risk Management and the Chief Legal Officer to address issues relating to staff and collective bargaining agreements
9. Reviews and submits overtime and reclassification sheets for support staff
10. Works with Human Resources and school staff on addressing coverages for staff absences
11. Authorizes and approves information for unemployment claims, employment verifications, and other documents received by the District to process for current/past employees.
12. Assists in the preparation of annual department budget
13. Collaborates with Director of Human Resources to develop, implement, and maintain a position control system for all levels of staff
14. Assists in the collection, coordination and development of statistical information and other pertinent data for reporting purposes
15. Serves as backup in the absence of the Human Resources Director for tasks requiring immediate attention
16. Maintain confidentiality of personnel information.
17. Performs other duties as assigned by the Superintendent or his/her designee. This job description does not constitute an exhaustive list of responsibilities and management may revise it at any time.

QUALIFICATION REQUIREMENTS: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. EDUCATION and/or EXPERIENCE:
Bachelors Degree in Human Resources or related field. At least three years supervisory experience required, preferably in a human resources related role. Experience in working with collective bargaining agreements and unions highly desirable.
CERTIFICATES, LICENSES, REGISTRATIONS:
SHRM Certification preferred.
LANGUAGE SKILLS:
1. Ability to communicate clearly both orally and in writing
2. Ability to read, analyze, and interpret common professional and technical journals, business/human resources periodicals, financial reports, governmental regulations and legal documents
3. Ability to write reports, correspondence and procedure manuals
4. Ability to effectively present information and appropriately respond to questions and concerns from administration, professional and support staff, union representatives, government agencies, the Board of Directors, and the public
5. Bilingual/biliterate in English/Spanish preferred.
MATHEMATICAL SKILLS:
1. Ability to work with mathematical concepts
2. Ability to apply concepts such as fractions and percentages
3. Ability to apply financial concepts
REASONING ABILITY:
1. Ability to define problems, collect data, establish facts and draw valid conclusions

4. Ability to utilize Microsoft Office and Google Applications, with the ability to learn other technology programs or applications as necessary
5. Knowledge of or ability to learn human resource legal and other terminology

The noise level in the work environment is usually quiet but may be moderate to loud at times. TERMS OF EMPLOYMENT:
Full-time (12-month) exempt position. Salary and benefits consistent with the District’s approved Compensation and Benefits Plan and/or individual contract.
