Position Summary

This position is responsible for the day-to-day management of waiver service programs, including day habilitation, support services, supported employment, group homes, and program development. This position monitors program effectiveness, ensures compliance with regulations, connects service recipients with services, serves as the administrator for group homes and supported employment (after completing required administrator training), and supervises program managers.

Primary Responsibilities

Waiver Services Management:

  • Assess and review waiver service programs to ensure services are high quality and meet the needs of service recipients and their families; make changes as needed.
  • Develop and maintain policies, procedures, and processes that support daily management of waiver services and comply with regulatory requirements.
  • Participate in annual budget development and work collaboratively with managers to effectively manage their budgets throughout the operating year.
  • Intake new clients, assess needs, and connect them with program services.
  • Align service recipients with provided services to ensure needs are met.
  • Work with care coordinators on annual support plans for service recipients.
  • Hold Managers accountable for monitoring service notes for timeliness, content, and organizational compliance.
  • Provide training to ensure proper documentation across all waiver service program areas.
  • Participate in developing, implementing, and managing new programs and services to meet changing needs.
  • Work with group home managers to complete self-audits and other administrative requirements.
  • Create and maintain effective relationships with governmental, nonprofit, and private entities, as well as service recipients and families, fostering collaborative problem-solving.

Supervision:

  • Provide direction to Supported Services Manager, Group Home Managers, Supported Employment Manager, and Program Development Manager on day-to-day program concerns.
  • Hire and train direct reports to ensure standards and expectations are clear.
  • Coach and evaluate staff, providing accurate and timely feedback.
  • Support staff development by offering opportunities to learn and grow in alignment with organizational needs.
  • Achieve performance indicators in business functions that support financial solvency.
  • Perform other related duties as required or assigned.

Minimum Knowledge, Skills, and Abilities

Knowledge of:

  • Disability rights, benefits, programs, and practices.
  • Local, state, and federal resources to benefit REACH’s programs and clients.
  • Rules and regulations governing compliance issues, including Conditions of Participation, Licensing, and applicable laws.
  • Best practices for providing programs and services for the I/DD population and their families.
  • Budget development and management.
  • Principles and practices of effective supervision.

Skills in:

  • Oral and written communication.
  • Facilitating communication between multiple interest groups and organizations.
  • Building consensus on project direction.
  • Analyzing information and data.
  • Using relevant software and information systems.
  • Establishing priorities and organizing work.

Ability to:

  • Work cooperatively and productively with agency staff, clients, and families, maintaining mutual respect and ethical boundaries.

  • Analyze and understand the impact of legal, regulatory, and policy changes.
  • Prepare and present accurate, data-driven reports containing findings and recommendations.
  • Perform duties accurately and quickly under time-sensitive deadlines.
  • Determine priorities, monitor progress, and adjust resources to accomplish objectives.
  • Motivate, direct, review, and evaluate the work of others.

Position Requirements:

  • Bachelor’s Degree in a related field.
  • Progressively responsible professional-level experience in a nonprofit organization, foundation, or governmental agency may substitute for education on a year-for-year basis.
  • Three years of professional-level experience in the human services field, including two years supervising staff.
  • Master’s degree in a related field may substitute for required experience on a year-for-year basis.

Physical Requirements:

Physical Requirements: Ability to perform sedentary work, utilize a computer monitor throughout the workday, perform repetitive keyboarding, operate office equipment, and communicate verbally in person and by phone.

Working Conditions: Work is primarily performed at the REACH office but may involve travel within the agency’s service area and for trainings or conferences.

Conditions of Employment

TB, fingerprint, and background check clearance required before commencing work. CPR and first aid certificates required within 30 days of hire. Must complete an approved management or administrator training course and Employment Services Certificate Program within the first 90 days.
