RE Tech is seeking a Proposal Manager to manage all aspects of the proposal process. This is an exciting opportunity to support the growth of a leading sustainability advisory firm and our efforts to accelerate that transition to a low-carbon future. The successful candidate will have a proven track record in leading team members across multiple teams in the preparation, development, and production of high quality, winning proposals.

This position is located within our McLean, Virginia office. After successful onboarding, the position is open to a hybrid work model (Tuesdays & Thursdays in-office) as well as flex scheduling. This role will, at times, require the employee to work extended workdays, including into the evening and on weekends to meet proposal deadlines. RE Tech supports workplace flexibility, enabling our team members to balance their working hours between busier and lighter periods.

Responsibilities

Essential Job Functions / Job Duties and Responsibilities

  • Manage the development and submission of high-quality, compliant proposals from pre-RFP stage through delivery and close-out process.
  • Analyze RFP documents and/or client scoping requests. Develop proposal checklists to ensure outlines, formats, and final products are in compliance, in collaboration with the Business Development Lead.
  • Support the maintenance and facilitation of the go/no-go decision-making process.
  • Develop the proposal timeline assignments, checkpoints and review teams, driving the process to ensure on-time delivery.
  • Prepare proposal and scope of work content, utilizing template language as appropriate, drafting non-technical components, and supporting the development of technical components. Work with the Business Development Lead and technical leads to prepare the proposal and pricing.
  • Coordinate the review and signature process for contracts, MNDAs, and teaming agreements. Conduct preliminary review of documents and redline edits, and coordinate with our legal team, as needed.
  • Source and assemble materials needed which may include resumes, completion of forms, project examples, policies, company data, and/or subcontractor materials. Coordinate with the marketing team for timely inclusion of curated marketing materials into proposals.
  • Serve as a final reviewer for QA/QC and ensure compliance with the RFP.
  • Coordinate and support preparation of presentations and/or materials for prospective client calls, interviews and/or oral presentations.
  • Develop and manage a content library or proposal automation solution.
  • Update bid information in HubSpot, our CRM platform.
  • Maintain and propose updates to proposals processes to drive successful outcomes. Support efforts to track feedback provided on wins and losses and host internal after-action reviews. Utilize information to continuously assess and improve processes and techniques.
  • Perform all other duties as assigned.

Essential Knowledge, Skills And Abilities

  • Ability to prepare compliant, professionally produced proposals within customer defined timeframes.
  • Ability to coordinate, review and edit proposal input from a variety of stakeholders, typically involving contributions from BD lead, technical leads, Account Managers, and marketing.
  • Proficient written communication skills. Must be able to prepare proposal language and perform a final QA/QC review of proposals for grammar, formatting, language consistency, and compliance with RFP requirements.

  • Possess critical thinking, analytical and problem-solving capabilities.
  • Strong verbal communication skills to effectively interact with internal contacts including those at a senior level.

  • Ability to effectively coordinate, collaborate and interface up, down, and across the organization, and with external stakeholders.
  • Demonstrated ability to lead cross-functional teams to design product solutions that fit holistically into a customer’s overall experience alongside cross-functional teams.
  • High degree of initiative, proactiveness, drive, enthusiasm, energy, and follow through.
  • Proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Teams, and SharePoint).

Required Experience

  • 6 years of professional work experience, with at least 4 years of proposal management experience, including public sector proposals
  • Experience writing and editing proposals
  • Must be 18 years of age or older

Preferred, But Not Required Education And/or Experience

  • Experience managing proposal automation software
  • Experience supporting business development function in a sustainability focused firm
  • Familiarity with the Shipley Method
  • APMP certificate
  • Experience with InDesign
