DESCRIPTION OF JOB:  

The Director of Finance provides strategic leadership for the Finance Department, managing a budget of over $8 million and supporting over 120 staff members. Reporting to the Executive Director, this key leadership role oversees the fiscal health of programs including Head Start, Community Services, and Public Transportation.


QUALIFICATIONS:  

Education: Baccalaureate Degree in Accounting, Finance, or a related field; Certified Public Accountant (CPA) license or Certified Management Accounting certification preferred

Experience: Five years of professional accounting experience, with a strong preference for non-profit fund accounting.

Technical Knowledge: Deep understanding of GAAP and OMB Uniform Guidance (2 CFR 200).


The Chief Financial Officer (CFO) is responsible for the oversight and leadership of the organization’s Finance Department and its resources. RCCAA currently has a budget of over 8 million dollars and employs over 120 staff. The CFO is a key member of the senior leadership team and reports directly to the executive director.


RCCAA is seeking a CFO who is “team-oriented” to foster a progressive and visionary environment concerning financial planning and awareness within the agency; provide leadership in advancing the organization’s financial strategic direction and ensure that resources are managed in the most beneficial way. 


Job Duties

§ Ensure proper receipt, documentation, and disbursement of RCCAA funds.

§ Maintain all financial records in accordance with timetables that will ensure availability and readiness of such records for scheduled monitoring and audit examinations.

§ Ability to interpret complex financial data concisely to a range of different audiences.

§ Coordinate the audit process and assist independent auditors as necessary.

§ Assist in the resolution of audit exceptions and the implementation of auditor recommendations as they relate to specific programs.

§ Assure accurate and consistent recording and reporting for all programs.

§ Comply with generally accepted accounting principles.

§ Prepare timely financial reports.

§ Oversee day-to-day accounting operations and internal control structure.

§ Maintain adequate cash flow.

§ Post standard and adjusting journal entries.

§ Reconcile bank accounts.

§ Develop and maintain a chart of accounts.

§ Assist the finance committee and program directors in developing annual budgets.

§ Prepare monthly, quarterly, and final reports for program funding agencies as required.

§ Review the accounting manual periodically within each year and make revisions when applicable.

§ Periodically within each year, review and test internal controls to ensure the effectiveness of operations, the reliability of financial reporting, and compliance with applicable laws and regulations.

§ Review payments for all taxes for timeliness and accuracy.

§ Prepare monthly Accounts Receivable billing.

§ Maintain capital assets and a schedule of depreciation.

§ Review and approve accounts payable vouchers for payment.

§ Provide financial analysis and decision-making support for the Executive Director, the Leadership Team, and the Board of Directors. Actively participate in management, Board of Directors, and Finance Committee meetings.

§ Supervise and train accounting support staff.

Qualifications

  • Certified Public Accountant or a Baccalaureate Degree in accounting, business, fiscal management, or a related field.
  • Outstanding communication skills (written, oral, and interpersonal).
  • Must be capable of interacting positively with staff, peers, senior leadership, external audit team, funders, and the Board of Directors.
  • Positive attitude and solution-oriented, able to manage change in a growing organization, as well as demonstrated record of successfully making decisions involving highly complex accounting and financial issues.
  • Five years of accounting experience with supervisory experience.
  • Knowledge of generally accepted accounting principles.
  • Knowledge of OMB circulars.
  • Valid driver’s license; Employment is contingent upon successful completion of a pre-employment background check and drug screening.

Supervisory Control/Evaluations

The Chief Financial Officer will be under the direct supervision of the Executive Director. A 90-day written evaluation will be conducted, followed by annual evaluations thereafter.
