Job Summary:

The primary role of the Senior Property Manager is to provide excellent quality service to both residents and the communities they oversee and manage. The Senior Property Manager will effectively market and monitor the physical apartment communities and its residents, meet the Property Owners and Management Agent's financial objectives, and maintain all applicable outside Agency standards and requirements. They will have the aptitude to understand each property's financial goals and operate assets in owners' best interest in accordance with the RCAP Solutions Property Management Policy and Procedures Manual.

Key Responsibilities:

  • Establish and maintain regular office hours at each property as the Deputy Director of Property Management approves.
  • Ensure all leases and corresponding paperwork are completed and entered into all software systems accurately and on time. Maintain Property Management Software database.
  • Ensure the properties' filing systems are compliant and maintained, including but not limited to: resident, applicant, accounting, vendor, and contract files. (e.g., rent rolls, A/P Checklist, A/R reports, move-in/move-outs, etc.).
  • Ensure proper response and handling of all community emergencies involving staff, residents, buildings, etc., within company guidelines to minimize liabilities (e.g., criminal activity in the community, employee/resident injuries, fires, floods, etc.).
  • Responsible for promptly handling, investigating, and resolving resident complaints and grievances, enforcing rules of occupancy, and informing the Deputy Director of Property Management of issues that arise.
  • Prepare and execute necessary legal action, documents, and processes in accordance with State and RCAP Solutions guidelines.
  • Ensure HUD eligibility, annual recertifications, and leasing activities are completed timely and accurately.
  • Comply with all HUD Section 8 and/or HOME programs, rules and regulations, local laws, and timely submission of all reports. Prepare, submit, and reconcile the Section 8 HAP Voucher and/or other subsidy sources monthly.
  • Collaborate with the Property Management to enhance the overall effectiveness and success of the division.
  • Achieve financial solvency through cost reduction and implementing systems to alleviate rent delinquencies; utilize selection and retention strategies to maintain 100% occupancy at both properties.
  • Maintain occupancy at both properties by effectively marketing the community, screening applicants, and retaining residents.
  • Develop and/or implement resident retention programs (i.e., resident functions, monthly newsletters, etc.).
  • Ensure distribution of all company or community-issued notices (i.e., bad weather, emergency, etc.).
  • In conjunction with the Maintenance Technician, inspect apartments for move-in condition (pre-inspections), unit turnovers, and annual unit inspections.
  • Inspect the property regularly and report all safety hazards, property damage, and needed repairs to the Maintenance Technician. Coordinate with maintenance for any work to be scheduled.
  • Maintain community appearance and ensure repairs and work orders are entered into the Property Management software.
  • Understand and comply with policies and laws affecting the marketing and leasing of the properties, including HUD, Fair Housing, and other applicable laws.
  • Clearly define accountability and expectations for direct reports in bi-annual reviews and support them in doing the same with their reports, supporting organizational accountability and reporting structure.
  • Non-restrictive on-call after RCAP Solutions business hours to respond and resolve emergencies, as needed, if available.

Experience Requirements:

  • Minimum of 5 years in an affordable property management capacity, including understanding of Project-based Section 8 and/or Rural Development 515, LIHTC, HOME funding, EIV etc., and/or related experience.
  • Knowledge of landlord-tenant law.
  • Excellent time management, organizational, and communication skills.
  • Possess a high level of attention to detail and accuracy. Able to maintain confidentiality.
  • Excellent attention to detail, organizational skills, and the ability to handle multiple projects simultaneously.
  • Strong communication skills and the ability to work collaboratively with residents, staff, and external vendors and stakeholders.
  • Create a safe, supportive environment for all residents and visitors, along with maintaining excellent customer service skills.
  • Proven resident retention experience.
  • Proficiency in Microsoft Office, including Word, Excel, and Outlook, along with software systems. Knowledge of Boston Post software preferred.
  • Encourage a positive work environment that is inclusive and supportive of change.
  • Highly motivated self-starter.

Education Requirements:

  • High School Diploma/GED Equivalent; some college beneficial but not required.

Certifications or Licensures:

  • Valid Massachusetts Driver's License, insured vehicle, and the ability to travel to other properties, respond to on-call emergencies, training participation, etc.
  • Must have successfully earned the Assisted Multifamily Housing Manager (AHM) designation Supervisory Responsibilities:
  • Leasing Administrator

Working Conditions/Physical Requirements:

  • Typical office settings include the ability to spend extended hours sitting and using office equipment and computers, along with the ability to be able to stand and walk throughout each property on a regular basis.
  • Move regularly from sitting to standing position as well as frequently bending to maintain files.
  • Ability to work on repetitive tasks and use fine motor skills to handle and control objects.
  • Ability to use earpieces or headphones. Speak, listen, and understand others.
  • Occasionally lift 15 to 30 lbs.
  • Occasionally travel locally throughout the properties in Massachusetts.
