Raytheon-Rafael Area Protection Systems (R2S) is seeking a proven Subcontracts Manager to fill this key role supporting a dynamic and growing joint venture. This role will include activities supporting capture and execution of contracts, as well as subcontracts in support of general operation of the business.This position is for a results-oriented role experienced professional with an emphasis on supplier development, strategic decision making, customer satisfaction and program execution leading up to production. General responsibilities will include strategy development and supplier execution to produce major assemblies and technologies domestically and internationally to satisfy both domestic and international customer requirements.Other duties and responsibilities include:Support the establishment of new Supplier sourcing strategy and plan for supplier selection, segmentation of scope, supplier competition, and overseeing supplier development up to production where it will be handed off to procurement. Support R2S Capture and Proposal Activities; lead and coordinate all supply chain efforts with RFPLead sourcing activities to develop local suppliers to be “R2S Ready”Management of overall performance of subcontractors to support the achievement of contract performance objectives. Support program efforts in identification, development, and execution of potential Direct and Indirect sourcing initiatives to satisfy the obligations of parent-held offset or localization projects.Able to work independently with minimal direction while leveraging his/her team of managers and individual contributors. Effective relationship management and communications between suppliers and appropriate counterparts.Evaluates vendors' capability, quality, reliability, and price competitiveness. Develops a strategic plan for a commodity or a strategic supplier partnership.Leads sourcing process from RFQ to contract signature.Lead discussions and negotiations with suppliers as it relates to cost savings opportunities, performance improvements and Long-Term Agreements (LTAs).Sets negotiation terms for the procurement of goods, services, and supplies.Establish sourcing goals and acceptable service levels.Manages supply chain core process AS9100 metrics for quarterly and annual management reviewNew supplier assessment and development Perform all other position-related duties as assigned or requested.Basic Qualifications:Bachelor’s degree in business administration or related field and at least 2 years of subcontract experience; or related and/or equivalent experience in lieu of degree (2 years’ experience for each year of degree).The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.Manufacturing, Procurement, or Operations experienceKnowledge of Export/Import requirements and licensing.Supplier negotiation experience including scope, price and terms and conditionsPreferred Qualifications:Active Secret ClearanceExperience with on-site supplier management of manufacturing operations Knowledge and experience working with FAR, DFAR, Export/Import requirements.Experience utilizing Master phasing schedules and Integrated Master SchedulesExperience developing Basis of Estimates for program execution and analyzing supplier Basis of Estimates BOEs.ERP Experience, specifically IFS.Position Role Type: Remote Travel: 25% mainly within the United States, but with some overseas travel.Why R2S?
