POSITION SUMMARY
The Director of Staffing Operations is a senior leadership role responsible for the full operational lifecycle of RRS Staffing Solutions and Chef on The Fly. This leader owns workforce planning, client delivery, recruiter performance, field quality, and division-level P&L accountability. You will serve as the operational backbone of two fast-moving staffing divisions -- setting standards, building processes, and ensuring every client deployment is executed with precision.
This is not a desk role. You will travel to client sites, support event activations, and be present where the work happens. When not in the field, you are expected in our Bastrop headquarters a minimum of three days per week.

KEY RESPONSIBILITIES
OPERATIONAL LEADERSHIP
- Lead day-to-day operations across RRS Staffing Solutions and Chef on The Fly, ensuring consistent service delivery and client satisfaction.
- Develop, implement, and enforce operational SOPs, staffing workflows, and quality standards across both divisions.
- Serve as the primary point of escalation for field-level issues, client concerns, and workforce deployment challenges.
- Partner directly with the CEO on growth strategy, division performance, and resource allocation.
WORKFORCE & TALENT MANAGEMENT
- Oversee full-cycle staffing operations including sourcing, vetting, onboarding, scheduling, and performance management for field workers.
- Manage and develop internal recruiting staff and operations coordinators, setting productivity expectations and accountability structures.
- Build and maintain a bench of reliable, trained culinary and hospitality workers to support rapid deployment demands.
- Champion a performance culture with clear metrics, regular feedback, and defined career pathways for field personnel.
CLIENT & ACCOUNT MANAGEMENT
- Build and maintain strong relationships with key clients, serving as the operational face of RRS at the account level.
- Coordinate pre-event planning, staffing confirmations, and post-event debriefs to ensure continuous improvement.
- Identify opportunities to expand service scope within existing accounts and support business development efforts for new accounts.
FINANCIAL & DIVISION ACCOUNTABILITY
- Own division-level P&L, monitoring labor cost margins, billing accuracy, and operational efficiency.
- Report regularly on key performance metrics including fill rates, worker retention, client satisfaction, and gross margin.
- Identify and drive cost reduction opportunities without sacrificing service quality.
- Oversee payroll accuracy and timekeeping processes for field staff, ensuring compliance with applicable labor regulations and internal pay policies.
- Maintain and manage staffing databases including worker profiles, certifications, availability, and deployment history -- ensuring data integrity across platforms.
- Produce regular field reporting on staffing performance, headcount, deployment coverage, and incident trends for executive review.
SAFETY & CULTURE DEVELOPMENT
- Champion a safety-first culture across all field deployments, ensuring workers are trained, equipped, and operating within RRS safety and food safety standards (including HACCP compliance where applicable).
- Drive the development and reinforcement of RRS company culture -- modeling values, setting behavioral expectations, and creating an environment where field workers feel respected, supported, and set up to succeed.
- Lead employee attraction and retention initiatives including structured onboarding, recognition programs, performance feedback systems, and career development pathways designed to reduce turnover and strengthen the RRS workforce brand.
- Actively contribute to RRS employer brand efforts -- participating in recruitment marketing, job fairs, campus engagement with culinary and hospitality programs, and community outreach to position RRS as an employer of choice.
- Monitor workforce sentiment, identify flight risks, and implement proactive retention strategies to maintain a stable, high-performing field team across both divisions.
DISASTER RESPONSE OPERATIONS
- Serve as a primary operational lead for RRS disaster response activations -- this division operates 24/7/365 and requires true on-call availability, including nights, weekends, and holidays with little to no advance notice.
- Maintain a ready-to-deploy roster of vetted, trained field workers capable of rapid mobilization to disaster-affected areas within hours of activation.
- Develop and maintain disaster response SOPs including worker notification trees, deployment checklists, equipment coordination, and field communication protocols.
- Coordinate with emergency management agencies, FEMA-contracted operators, and humanitarian relief organizations to align RRS staffing with mission-critical deployment timelines.
- Oversee field teams operating in austere or high-stress environments, ensuring worker safety, welfare, and performance standards are upheld throughout the duration of the response.
- Conduct post-activation debriefs to capture lessons learned, identify gaps in response readiness, and continuously improve RRS's disaster deployment capability.
TRAVEL & FIELD PRESENCE
- Travel regionally and nationally to support client activations, conduct site visits, and represent RRS at key events -- estimated 30 to 40% travel, with surge periods during active disaster responses.
- Maintain a minimum of three days per week presence at RRS headquarters in Bastrop, TX when not traveling.
- Be available on-call for disaster response activations outside of normal business hours -- this role requires genuine 24/7/365 availability during active deployments.

QUALIFICATIONS
Required:
- 5 years of progressive leadership experience in staffing operations, workforce management, hospitality operations, or a closely related field.
- Demonstrated experience managing multi-site or multi-division operations with a geographically dispersed workforce.
- Strong track record of building and leading teams, driving accountability, and delivering measurable results.
- Excellent client relationship skills with the ability to navigate complex accounts and high-pressure environments.
- Proficiency with staffing or workforce management platforms, scheduling software, and standard business tools (Microsoft Office, Google Workspace).
