Department Overview Mission: Rewriting the Organizational OS Through Technology - A Strategy Office Accelerating Rakuten Securities' Transformation. Our mission is to maximize development productivity and business agility through DX initiatives and the migration to cloud-native infrastructure. We serve as the engine of transformation, leading "IT organizational reform" that encompasses workflows, evaluation systems, and vendor strategies. - Creating Impact at the Frontline: Lead high-impact projects, including company-wide cloud migration and DX promotion. You will experience the tangible results of your proposals as they reshape the work styles of hundreds of engineers and fundamentally accelerate business velocity. - Strategic Commander Bridging Management and Operations: Translate IT strategy into execution plans. We are looking for a leader who can drive organization-wide DX and cloud initiatives based on solid technical insight. Position Details Innovation of Development Processes & Governance for DX: - Promote the standardization and adoption of CI/CD pipelines and DevOps culture to accelerate development speed. - Redesign the entire development lifecycle workflow (from requirement definition to release) with an AI-driven development mindset. - Introduce metrics to visualize organizational performance (e.g., DORA metrics) and establish continuous improvement cycles. Cloud-Native Strategy & Organizational Promotion: Strategic Formulation and Organizational Promotion of Cloud-Native Transformation - Formulate and manage the execution of the company-wide cloud migration roadmap. - Establish a FinOps framework for cloud cost optimization and apply governance across development teams. - Lead technical selection and migration planning for transitioning from legacy systems to cloud-native architectures. Cross-Organizational IT Resource Optimization: - Collaborate with product teams to identify technical bottlenecks and propose cross-functional solutions. - Formulate vendor strategies and build strategic alliances with development partners. - Propose improvements to organizational structures and evaluation systems to maximize productivity as the engineering organization scales.
