Therapeutic Foster Care Program Manager

Raintree is currently accepting applications for the Foster Care Program Manager role. The Foster Care Program Manager oversees the operation of the agency’s therapeutic foster care program, recruiting foster parents, supervising FC Case Managers, and ensuring the safety, well-being, and permanency of children in foster homes by coordinating services, conducting monthly home visits, and managing legal documentation for these children, while also providing support to the foster families recruited.

This is a salaried Full-time position with normal business hours (9 am-5 pm, Mon.-Fri.). However, there is an on-call emergency component, and some assignments will require working on nights and weekends.

The ideal candidate MUST have the following:

• Master’s degree in social work or a human service-related field.
• A minimum of 5 years’ work experience in case management, with the ability to function in a high-stress, intense, or crisis-prone environment.
• Knowledge of DCFS Foster Care operations is required. Supervisory experience preferred.
• Strong communication skills, both written and verbal.
• Ability to prioritize and organize work, take initiative, and effectively solve problems
• Teamwork-oriented; willing to work with others to meet deadlines
• Professionalism, ethics, and excellent people skills
• Valid driver's license and reliable vehicle with insurance for use during working hours and as needed for home visits.
• Three references from most recent employers, educators, etc.

Responsibilities include:

• Recruits and certifies therapeutic foster homes, distributes caseloads to case managers, coordinating with DCFS on child placement (dependent on level of care required), while creating service plans and helping participants achieve their goals.
• Assists foster homes as needed when case managers are unavailable.
• Conducts home inspections, routine visits, assesses home environment, and provides home studies for foster homes to ensure that all requirements are met for participants and their foster families
• Coordinates the application, interviewing, and contracting process of new RFC homes as needed.
• Provide therapeutic training for case managers and foster parents, teaching basic parenting techniques.
• Functions as the primary contact for assigned foster parents 24/7. Must be available for emergencies.
• Conducts ongoing Foster Parent recruitment in the community (e.g., informational meetings, fairs, community events).
• Will also create, maintain, audit, and update foster parent files.
